EDO Field Training Officer

Incumbent serves as EDO Field Training Officer for Morgan County EMS, responsible for responding to emergencies and performing emergency medical activities and interventions, assisting with patient care protocols, supervising assigned personnel, and promoting Departmental policies and procedures and quality assurance programs.
DUTIES:
Responds to emergency medical calls, ensuring compliance with the department’s SOGs, IU
Methodist Rural EMS protocols, and State EMS statues.
Assesses and coordinates the resources and personnel to facilitate operational safety.
Assists with patient care protocol revisions, and assists in the direction of quality assurance program through program development, critiques, debriefings, and audits.
Promotes departmental policies, procedures, objectives, safety, and quality assurance programs and participates in quality assurance program through post-incident analysis and debriefings.
Supervises assigned Department personnel, including interviewing and making hiring recommendations/decisions, planning, delegating, and controlling work assignments of assigned personnel, establishing specific work goals, determining changes in responsibilities and tasks of assigned personnel, maintaining discipline and corrective actions as warranted, and communicating personnel programs and procedures to assigned personnel.
Initiates and assist in developing and implementing improvements identified by a quality assurance program.
Conducts remedial training through consistent QA/QI.
Completes EMS, special incident, and other required reports, including documentation entered into Department’s computerized records management system (ESO – ePCR).
Promotes health and safety of the Department and community through education.
Performs review of inspection forms for equipment and supplies.
Responds to emergencies on-call on a 24-hour basis.
Serves as Incident Commander or scene office as necessary or required.
Attends trainings and meetings as necessary or assigned.
Assumes control of the EMS agency operations in the absence of the Chief of EMS Operations
and/or Chief Executive Administer as necessary or required.
Performs related duties as assigned.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma or GED. Minimum of five (5) years in and EMS 9-1-1 based system and a minimum of two (2) years as a Paramedic (Indiana or NREMT-P), three (3) to five (5) years as a Paramedic preferred. Certified PI (within 12 months) and Incident Safety Officer (within 12-18 months of hire) preferred.
Must be at least 21 years of age.
Possession of Indiana Paramedic license and other training programs/certifications within established Departmental deadlines including ACLS, PALS, Handtevy, PHTLS, Provider certification, NIMS 100, 200, 300, 700, and 800.
Ability to meet all County hiring requirements, including medical examination, and passage of a drug test.
Comprehensive knowledge of applicable local and state laws, guidelines and accepted emergency medical practices/procedures, with ability to direct operations and administer established policies of the County.
Thorough knowledge of current training programs and mandated training specifications for compliance with emergency medical procedures, and ability to develop and direct training of Department personnel.
Thorough knowledge of and ability to effectively administer various emergency medical procedures.
Working knowledge of the organization, functions, policies and procedures, and regulations.
Working knowledge of emergency medical service principles, practices, apparatus, and equipment.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports within established Departmental deadlines.
Working knowledge of Department bloodborne pathogen exposure reporting procedures and ability to utilize universal health precautions to prevent infection from bloodborne pathogens.
Working knowledge of radio frequencies, codes, procedures and limitations, and ability to speak clearly and distinctly, and hear and be heard and understood in person, by radio, and by telephone.
Considerable knowledge of community geography, street names, locations and landmarks and ability to read detailed maps.
Ability to respond swiftly, rationally and decisively to emergency situations, perform necessary duties and take appropriate action, despite stress of personal injuries or life and death situations.
Ability to effectively supervise and delegate duties and responsibilities to Department personnel.
Ability to operate standard office equipment, such as computer, typewriter, calculator, copier, fax machine, multi-line telephone, and various EMS equipment.
Ability to properly operate medical equipment, such as heart monitor, defibrillator, suction unit, IV equipment, splints, cervical collar, spinal board, and pulse oximeter.
Ability to effectively communicate orally and in writing with co-workers, other County departments, public safety personnel, County hospital physicians, law enforcement, public works, fire, volunteer agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to complete all OSHA, industry safe, and post exposure documentation as required by the Department guidelines and Indiana State EMS Statutes.
Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
Ability to comply with all Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irrational/distraught persons.
Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.
Ability to compile, analyze and evaluate data, make determinations, and take action based on data analysis.
Ability to perform arithmetic calculations quickly and accurately.
Ability to work independently and with others in a team environment, often under time pressure and amidst frequent distractions and interruptions, and on several tasks at the same time.
Ability to apply knowledge of people/locations and utilize good judgment in extreme and uncommon situations.
Ability to perform functions as described in the EMS general description of duties document (SOG’s & ePCR).
Ability to testify in legal proceedings/court.
Ability to commit and operate EMS principals and protocols in a potentially hazardous or hostile environment.
Ability to regularly work extended hours, evenings, and weekends, occasionally traveling out of town for training and conferences, sometimes overnight. Ability to regularly respond to emergencies on a 24-hour basis.
Possession of a valid Indiana driver’s license and demonstrated safe driving record, and ability to be insurable to drive assigned vehicles under the County’s insurance policy.
II. RESPONSIBILITY:
Incumbent develops own objectives for areas of responsibility, making independent decisions and taking authoritative action to ensure proper administration of EMS operations and personnel and to effectively serve the needs of the public and is responsible for interpreting and applying well-established policies and procedures to a variety of unrelated cases and circumstances which may impact the safety and welfare of the public. Incumbent's work is periodically reviewed for adherence to Departmental objectives and guidelines.
III. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, public safety personnel, County hospital physicians, law enforcement, public works, fire, volunteer agencies, and the public for purposes of forming and executing policies, directing operations, maintaining cooperative work relationships, and making decisions/resolving problems.
Incumbent reports directly to the Chief of EMS Operations and/or Chief Executive Administer.
IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs majority of duties in a standard office environment, in an ambulance and at emergency scenes, involving sitting for long periods, sitting/walking at will, standing/walking for long periods, driving, keyboarding, pushing/pulling objects, climbing stairs, lifting/carrying persons or heavy equipment over 50 pounds, reaching, bending, crouching/kneeling, close/far vision, color/depth perception, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objects. Incumbent is frequently exposed to hazardous conditions normally associated with emergency scenes, including smoke, toxic chemicals, noxious gases/fumes, extreme heat, dangerous heights, varying weather conditions, violent/distraught individuals and communicable diseases. Universal health/safety precautions must be followed at all times to avoid contamination, infection and/or injury to self or others and protective equipment/gear must be worn according to Department policy.
