Court Name/Organization Texas Western District Court Overview of the Position The consolidated Space and Facilities department for the U.S. District Court, Probation Office, and Pretrial Services Office is currently seeking a self-motivated professional with initiative and maturity for the position of Space and Facilities Specialist. The Space and Facilities Specialist assists with all space and facilities projects initiated by the court or the General Services Administration (GSA). Responsibility includes the planning, design, technical review and financial management planning for all space and facility projects, and district-wide coordination of all building activities for the court unit. If appointed at CL 27, this position has future non-competitive promotional potential up to the grade CL 28. Manage space and facilities projects from planning through completion, including developing project scopes, budgets, schedules, and project execution plans. Review construction drawings and specifications, evaluate cost estimates, negotiate project fees, manage project risks, and resolve issues throughout the design and construction lifecycle. Acts as liaison between interior contractor, furniture, carpet and furnishing vendors and judges, clerk of court and procurement staff to coordinate the selection of carpeting, furniture and furnishing for chambers and Clerk’s office spaces. Review GSA contract specification documents and blueprints for compliance with the Court’s Design Guide. Monitor project budgets, schedules, and expenditures throughout all phases of project execution. Perform cost analysis, evaluate project changes, and implement cost control measures to ensure projects remain within approved funding and achieve stated objectives. Make recommendations to appropriate individuals regarding improvements, changes in procedures, or other actions. Develop furniture layouts and assist in selection and procurement of furniture and furnishings. Prepare purchase orders and payment authorizations. Prepare Reimbursable Work Authorizations (RWA) and appropriate correspondence for new or renovated space and facilities and submit for approval. Verify RWA charges and authorize payment. Prepare all court reports and requests for space which involve surveys of existing space and new space requirements due to new judges and/or courthouses. Coordinate such requests with the Circuit and/or Administrative Office. Coordinate routine and cyclical building maintenance, repairs, renovations and security system installations with the U.S. Marshal’s Service, the General Services Administration, or others, as applicable. Maintain database of all cyclical maintenance. Reconcile and verify court space with GSA drawings and statements and attend all building security and tenant meetings, as required. Develop and maintain procurement files, as required, on all facilities selections and projects. Serve as a custodial officer for furniture items and maintain the Master Property List. Coordinate with the disposal officer the list of items to be disposed of or to be offered as excess/surplus. Coordinate with district locality custodial officers to ensure property is properly tagged and tracked. Coordinate the efforts of various entities to ensure timeliness in the accomplishment of successive phases of the construction plan. Conduct meetings with all concerned parties to review progress, discuss problems, and develop solutions. Ensure all parties are advised and kept aware of requirements and plan changes. Qualifications The successful candidate will possess three years of progressively responsible professional or administrative experience related to the interior design, space planning, move coordination, and familiarity with building codes. Ability to negotiate with vendors, and work with user groups including judges, court unit executives, managers and judicial employees. A four-year college degree in a related field is highly preferred. Familiarity with the U.S. Courts Design Guide is not required but desirable. The successful candidate will also possess: Knowledge of architectural principles, theories, concepts, methods and techniques; Excellent project management skills, in organization, analysis, documentation, reporting out, and strategic thinking; Strong initiative, creativity and analytical skills needed to conceive, develop, document and efficiently manage projects; Excellent working knowledge of and experience with design and construction fields, skills in reviewing and analyzing construction documents and cost estimates, negotiating fees and costs and resolving issues from preliminary design through construction; Strong ability to be flexible and adapt to unanticipated needs and problems and have the ability to work independently along with participating 100% in team and cross-team environments; Extraordinary attention to detail; Excellent organizational and time management skills; Spatial reasoning and problem solving skills; Strong customer service skills and ability to deal with a wide variety of people tactfully and courteously; Ability to use independent judgment; Ability to stand for long periods of time, frequent bending, stooping, walking, crouching, and working in cramped positions; Availability to work overtime and overnight travel The U.S. Courts reserves the right to modify the conditions of this job announcement, or to withdraw the announcement, any of which may occur without prior written or other notice.
