CHARLES HEALTH SYSTEM****JOB DESCRIPTION****TITLE:** Pre-Analytical Supervisor**REPORTS TO POSITION:** Laboratory Manager (Varies by Assigned Location(s))**DEPARTMENT:** Laboratory**DATE LAST REVIEWED:** May 2026**OUR VISION:** Creating America’s healthiest community, together**OUR MISSION:**In the spirit of love and compassion, better health, better care, better value**OUR VALUES:** Accountability, Caring, Teamwork, and Safety**DEPARTMENT SUMMARY:** The laboratory departments provide many services to our multi-hospital organization and outreach community including: blood collection, processing, testing, and reporting of results, spanning all disciplines of laboratory medicine.**POSITION OVERVIEW:** The Pre-Analytical Supervisor provides operational and people leadership for phlebotomy services across assigned hospital and ambulatory settings, including inpatient units and laboratory patient service centers (PSCs). This role may oversee Phlebotomy caregivers at multiple service centers or system hospitals as department needs dictate and as specified by the Laboratory Director.This role ensures safe, efficient, patient-centered specimen collection services, with accountability for staffing, quality, regulatory compliance, and customer experience across all pre-analytic workflows. The Supervisor serves as a key leader in optimizing access, throughput, and service excellence across the continuum of care.**ESSENTIAL FUNCTIONS AND DUTIES:**Operational Leadership* Oversee daily operations of inpatient and/or outpatient phlebotomy services across all assigned locations.* Ensure appropriate staffing, scheduling, and coverage to meet patient demand and service level expectations.* Optimize workflow, patient flow, and turnaround time performance across all pre-analytic processes.* Monitor key performance indicators (KPIs), including productivity, wait times, and specimen quality metrics.Quality & Regulatory Compliance* Ensure compliance with regulatory and accreditation standards (CLIA, CAP, TJC, OHSA) particularly as they relate to patient identification, specimen collection, and pre-analytical processes.* Monitor specimen integrity, labeling accuracy, patient identification, and error reduction initiatives.* Maintain and update phlebotomy procedures, collection standards, and competency requirements.* Lead regulatory readiness, audits, and inspection activities.Pre-Analytical Excellence* Drive standardization and best practices in specimen collection, handling, transport, and processing.* Partner with nursing, providers, and clinical teams to reduce pre-analytic errors and improve patient outcomes.* Serve as the subject matter expert for phlebotomy and specimen collection practices system-wide.People Leadership & Workforce Development* Hire, onboard, coach, and develop a high-performing phlebotomy team.* Conduct competency assessments, performance evaluations, and ongoing skills validation.* Foster a culture of accountability, engagement, and patient-centered service.* Support workforce planning, retention strategies, and career pathway development.Customer Experience & Access* Ensure exceptional customer service across inpatient and outpatient settings.* Improve patient experience in PSCs (wait times, communication, service environment).* Serve as liaison with clinics, nursing units, and external partners regarding service concerns or improvements.Financial & Resource Management* Manage labor and operational expenses within budget targets.* Support budget development, productivity monitoring, and cost-efficiency initiatives.* Oversee supply utilization and equipment needs for phlebotomy services.Continuous Improvement & Strategy* Lead process improvement initiatives using Lean, Six Sigma, or similar methodologies.* Analyze operational and quality data to identify trends and implement improvements.* Support system-wide standardization and alignment of laboratory access services.* Champion a culture of safety, high reliability, and continuous improvement.Working Supervisor Responsibilities* Perform phlebotomy duties as needed to support operations.* Maintain competency in all required collection procedures across patient populations.Supports the vision, mission and values of the organization in all respects.Provides and maintains a safe environment for caregivers, patients and guests.Conducts all activities with the highest standards of professionalism and confidentiality. Complies with all applicable laws, regulations, policies and procedures, supporting the organization’s corporate integrity efforts by acting in an ethical and appropriate manner, reporting known or suspected violation of applicable rules, and cooperating fully with all organizational investigations and proceedings.Delivers customer service and/or patient care in a manner that promotes goodwill, is timely, efficient and accurate.May perform additional duties of similar complexity within the organization, as required or assigned.**EDUCATION:** **Required**: HSD or GED. **Preferred**: Associates or Bachelor’s Degree in a healthcare, science, or related field.**LICENSURE/CERTIFICATION/REGISTRATION:****Required**: Phlebotomy Technician Certification (e.g., PBT-ASCP or equivalent) within 6 months of hire.**Preferred**: N/A**EXPERIENCE:****Required**: Minimum 2-4 years of clinical laboratory or phlebotomy experience. Demonstrated proficiency in specimen collections across diverse patient populations. **Preferred**: Prior leadership, or lead experience. Multi-site ambulatory or hospital phlebotomy experience. Lean, Six Sigma, or process improvement training.
