Supervisory Housing Manager(Operations Manager)

Summary This position is located at the Unaccompanied Housing (UH) Program at NAS Pensacola consisting of 2000+ beds. The purpose of this position is to analyze and interpret operations data to assist the Unaccompanied Housing Manager in properly managing resources for the installation Unaccompanied Housing Program, meeting operating goals and ensuring adequate and timely services to residents. Duties Provide operational support and guidance to ensure a professional facility, consistent with services and amenities as directed by higher authority. Offer clean, comfortable accommodations for residents at the lowest possible cost while contributing to morale of service members assigned to the installation. Study or review space distribution to develop work‑management criteria, evaluate the validity and practicability of work methods and standards, and assess the impact of higher headquarters requirements on program operations, financial stability, and organizational structures. Prepare preliminary reports recommending more economical and efficient alternatives, brief the Unaccompanied Housing Manager on results, and finalize reports. Approve requisitions for equipment, supplies, and amenities in the absence of the Unaccompanied Housing Manager. Participate in management surveys that encompass major segments of the Unaccompanied Housing operation. Apply techniques in analyzing and processing financial and organizational trends, work methods, program evaluation, and record management. Perform internal management‑control vulnerability studies and reviews to develop controls that prevent losses and implement cost‑saving measures. Supervisory Duties Supervise the following personnel: Front Office Manager, Front Desk Supervisor, Custodial Supervisor, Complex Manager, Purchasing Agent, Administrative Assistant, and Warehouse Supervisor. Assign work, establish and revise priorities, evaluate performance, approve or disapprove leave requests, select and recommend candidates for supervisory roles, set hiring boards, recommend pay adjustments and awards per policy, and recommend corrective or disciplinary action as warranted. Coordinate and maintain a professional employee training and development program. Manage an employee recognition program for all categories of employees on the Unaccompanied Housing staff. Ensure subordinates fully comply with applicable personnel, safety, and environmental laws and regulations. Establish liaison with tenant commands to support excellent communication, allowing both the tenant and Unaccompanied Housing to meet missions efficiently and effectively. Plan, develop, and implement policies, programs, and procedures affecting the full range of Unaccompanied Housing operations, including financial management, facility/maintenance management, repair and improvement projects, front desk operations, custodial operations, and supply operations. Formulate plans and develop guidelines for inspection of Unaccompanied Housing facilities and grounds within the installation. Requirements Meet Federal Employment suitability requirements and successfully complete a background investigation. Pass the E‑Verify employment verification check; resolve any discrepancies. Complete the Personal Identity Verification (PIV) process requiring two forms of identification from the Form I‑9. May be required to pass pre‑employment examinations. Hold a valid State driver’s license to operate motor vehicles. Accept salary through Direct Deposit or Electronic Funds Transfer. Register with Selective Service for males born after 12/31/1959. Be willing to work inclement weather or other emergency states as ALPHA personnel. Provide oversight for a 24‑hour operation and be available during evenings, weekends, and holidays as necessary. Qualifications Minimum of 3 years’ experience in a housing/apartment/lodging operation with at least 2 years of supervisory experience. Understand daily operations of housing operations, including safety, environmental, and fire‑prevention regulations and practices; housing management procedures; and front desk, custodial, and maintenance operating principles and practices. Knowledge of personnel policy and practices for handling human resources requirements in a government environment (recruitment, performance management, evaluation, etc.). Knowledge of laws, regulations, and policies used by the DoD, DON, and other U.S. government agencies to manage individuals and teams effectively. Knowledge of techniques to mentor, motivate, and coach subordinate employees and skill in leadership practices. Knowledge of CNIC’s EEO policy and procedures. Excellent communication skills and fluency in English, with proper grammar and ability to communicate clearly and effectively to all organizational levels. Proficiency in basic computer software such as Microsoft Word, Excel, PowerPoint, and a working knowledge of the property management system. Skills in developing directives, instructions, and procedures concerning occupancy and utilization of Unaccompanied Housing facilities; conducting inspections and audits to identify project efficiencies; determining the impact of repairs, improvements, or other corrective measures; coordinating and scheduling or implementing work with other organizational activities. Understand and utilize basic military policies and regulations related to planning, funding, and construction. Relocation Authorized No payment of Permanent Change of Station (PCS) is authorized, based on a determination that a PCS move is not in Government interest. Key Requirements/Conditions of Employment Males must be registered or exempt from Selective Service. Selectee must be suitable for federal employment. Selectee may be required to successfully complete a probationary period. Selectee is required to participate in the direct‑deposit pay program. Social Security Card is required. Complete an employment verification (E‑VERIFY) check; as of May 7 2025 the REAL ID or passport is required to access Government Facilities. A favorable background is mandatory; failure to maintain may result in withdrawal or removal from the position. Education Master’s or equivalent graduate degree in Business Administration/Management, Real Estate/Property Management, Public Administration, Finance/Accounting, Organizational Leadership, or a related field. Alternatively, more than one full year of graduate‑level education plus at least one year of specialized experience in a housing/apartment/lodging operation. Alternatively, minimum of 3 years’ experience in a housing/apartment/lodging operation with at least 2 years of supervisory experience. Proof of education must be provided if qualifying based on transcripts.
