Summary You will serve as a Human Resources Specialist in the Human Capital Management Group, Human Resources Department of NAVAIRWARCENWPNDIV CHINA LAKE. Responsibilities You will interpret and apply human resources concepts, laws, and regulations across functional areas such as staffing, classification, and performance management. You will advise and assist hiring managers in developing effective recruitment strategies and staffing solutions. You will provide guidance and recommendations to customers regarding both routine and complex employee relations, performance, and conduct issues. You will utilize automated technology and data management tools to research, analyze, interpret, and present personnel information through documents and presentations. You will clearly communicate technical human resources information, both verbally and in writing, to support and advise customers. Requirements Conditions of Employment Qualifications DA-04: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Independently advising on and developing staffing solutions and recruitment strategies in accordance with HR laws and regulations; 2) Providing guidance and recommendations on complex performance and conduct issues; 3) Clearly communicating technical HR information, both verbally and in writing, to customers; 4) Using automated technology and data management tools to research, analyze, interpret, and present HR information. DA-03: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-07) or pay band (DA-02) in the federal service or equivalent experience in the private or public sector. General experience must demonstrate related duties in the following: 1) Advising customers on staffing solutions; 2) Advising customers on addressing routine performance and conduct issues; 3) Communicating clearly, both verbally and in writing; 4) Utilizing automated technology to produce documents, charts, graphs, and presentations, and using data management tools to research personnel information. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For DA-04: Successful completion of Ph.D. or equivalent doctoral degree OR Successful completion of 3 full years of progressively higher level graduate education leading to such a degree OR Possession of an LL.M., if related OR A combination of experience and graduate education as described above that equates to one year of experience For DA-03: Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Possession of an LL.B. or J.D. that is related to this position being filled.
