Position Overview

The Preconstruction Manager is responsible for leading all preconstruction activities for multifamily, affordable housing, mixed-use, and residential construction projects. This role oversees budgeting, estimating, value engineering, subcontractor procurement, constructability reviews, and design coordination to ensure projects are positioned for successful execution before construction begins.

The ideal candidate has extensive experience in multifamily construction preconstruction and estimating, with a strong understanding of project planning, budgeting, scheduling, and collaborative project delivery. This position serves as a key liaison between ownership, design teams, operations, and project stakeholders throughout the development and preconstruction process.

Key Responsibilities

• Lead preconstruction efforts from conceptual planning through project turnover to operations.
• Prepare and oversee conceptual budgets, schematic estimates, design development estimates, and GMP proposals.
• Review drawings, specifications, site reports, and project documents to evaluate scope, risk, and cost impacts.
• Manage estimating teams and coordinate quantity takeoffs, pricing, and budget development.
• Lead subcontractor outreach, bid solicitation, bid leveling, and procurement planning.
• Collaborate with architects, consultants, engineers, and ownership teams during design development.
• Conduct constructability reviews and identify opportunities to improve project efficiency and reduce costs.
• Develop and present value engineering recommendations while maintaining project quality and performance standards.
• Support project scheduling efforts by evaluating construction durations, phasing plans, and logistical challenges.
• Analyze project risks and develop mitigation strategies during preconstruction.
• Maintain historical cost databases, subcontractor relationships, and market pricing information.
• Facilitate preconstruction meetings and provide regular budget updates to project stakeholders.
• Support successful project transitions to Project Managers and field operations teams.

Qualifications

• 7–15+ years of experience in construction estimating, preconstruction, or project management.
• Strong experience with ground-up multifamily construction projects required.
• Experience with affordable housing, mixed-use developments, podium construction, wrap projects, and wood-frame multifamily preferred.
• Proven ability to manage projects through all phases of preconstruction.
• Strong understanding of construction methods, scheduling, budgeting, procurement, and project delivery.
• Experience reviewing architectural, structural, civil, and MEP drawings and specifications.
• Strong knowledge of subcontractor procurement, bid leveling, and contract scope development.
• Excellent analytical, organizational, leadership, and communication skills.
• Ability to manage multiple projects and deadlines simultaneously.

Preferred Qualifications

• Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred.
• Experience with negotiated work, design-build, and collaborative delivery methods.
• Familiarity with affordable housing developments, tax-credit projects, and public-private partnerships.
• Proficiency with Bluebeam, Procore, BuildingConnected, PlanSwift, Sage Estimating, OST, or similar software platforms.
• Strong knowledge of current market pricing, subcontractor relationships, and construction trends.
