The Judicial Council of California (JCC) is seeking an IT Supervisor for a mission‑critical role responsible for the ongoing technological operations and maintenance of the Phoenix SAP application statewide system supporting over 5,000 users across all 58 Trial Courts, Trial Courts Administrative Services (TCAS), and the Budget, Procurement, and Accounting (BAP) offices. Phoenix is the backbone for finance, procurement, and HR/payroll functions, making this position essential for system stability and continuity. The IT Supervisor is responsible for providing strategic leadership and operational oversight for technical staff and consultants, while managing budgets and multiple concurrent projects in alignment with established standards, policies, and procedures. This role collaborates closely with TCAS business partners to ensure that technology initiatives effectively support operational objectives and organizational priorities. Core responsibilities include planning and administering the Phoenix program’s five‑year IT budget, overseeing technical resource allocation, and managing vendor relationships to ensure timely, cost‑effective, and high‑quality service delivery. The position requires exceptional written and verbal communication skills, with the ability to clearly translate complex technical concepts and risks for non‑technical stakeholders and executive leadership. The IT Supervisor ensures that project timelines are met and that system enhancements, disaster recovery strategies, security initiatives, and system deployments are executed efficiently and in compliance with governance standards. This role maintains a strong focus on accountability, performance, risk mitigation, and customer service excellence across all technology operations. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule‑making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. In San Francisco, the office is only a 7‑minute walk from the downtown Civic Center BART station. In Sacramento, the office is located minutes from downtown, just north of Discovery Park. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150‑mile driving radius of their assigned reporting location.
RESPONSIBILITIES
Provide direction, motivation, discipline, and work reviews to assigned staff, including 6 Senior Application Development Analysts, 1 Senior Business Systems Analyst, contractors, and vendors. Serve as the point of contact between the client organizations and technical resources to assess, define, and document business and technical needs. Approve time off requests/review time sheets. Identify and propose training and development workshops for staff. Develop employee performance plans and evaluate employee performance. Project Management Direct the design, planning, and implementation of complex, organization‑wide technical projects with minimal direction, including the development of project schedules. Coordinate the project schedule, resources, and tasks with TCAS, BAP, IT, and other organizations. Develop estimated timelines and resource requirements for project proposals. Communication with staff and IT Management Respond to questions and provide information to management, staff, outside agencies, and the public. Provide status on the project tasks and activities. Maintain effective working relationships with JCC stakeholders, especially TCAS, BAP, other JCC organizations, and vendors as a team lead. Hold daily, weekly, and monthly meetings with the project teams and vendors to discuss project progress and make recommendations to management and JCC Executive steering committees. Meet with the managerial and executive staff to discuss specific Phoenix SAP needs. Provide Technical Leadership Research complex technical issues related to SAP/ERP software and the supporting infrastructure. Analyze and review technical products and services, including vendor support and hardware infrastructure, drafts recommendations. Manage ongoing maintenance of products and services. Manage implementation of new and upgraded products and services, including major and minor releases to the application. Review and manage contracts and vendors. Manage contracts, budget, and SOWs for the Phoenix‑SAP unit. Manage consulting staff, including the application developer and reporting consultants. Negotiate change orders, personnel assignments, schedules, and tasks with vendors.MINIMUM QUALIFICATIONS
Bachelor’s degree, preferably in computer science, management information systems, or a directly related field, and seven (7) years of relevant information technology experience, which includes at least one (1) year of supervisory experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year‑for‑year basis. OR Two (2) years in a senior analyst or other level (C43) class, or four (4) years in an analyst or other level (C42) class with the Judicial Council of California, or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an exempt‑level senior analyst, or four (4) years as an exempt‑level analyst, in a California superior court or California state‑level government entity, and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience. Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
