The District ExecutiveDirector, Economic Development and Contract Education (EDCE), is aposition designated by the Board of Trustees of the Chabot-LasPositas Community College District reporting to the Vice Chancellorof Educational Services and Student Success. The incumbent isresponsible for the satisfactory completion and/or coordination ofthe listed duties and responsibilities either directly or throughadministrative review. The incumbent is charged by the Board ofTrustees with the satisfactory implementation of Board policy andDistrict procedure as applicable to the position. In addition, theincumbent is expected to participate in the formulation of Districtpolicies by making appropriate recommendations for improvements oradditions in policy or procedure through their reporting authorityand/or by serving on Districtwide management councils.GENERAL DESCRIPTION
Under the direction of the ViceChancellor of Educational Services and Student Success, theDistrict Executive Director of Economic Development and ContractEducation (EDCE) is responsible for the formulation, developmentand implementation of plans, budgets, staffing, technology,performance management, and assigned District economic andworkforce development programs and projects administered throughEDCE to strengthen the Chabot-Las Positas Community CollegeDistrict and the communities the District serves. The ExecutiveDirector directs all aspects of assigned programs and identifiesnew and expanding funding and revenue-generating sources for theEconomic Development and Contract Education unit. This unit is anintegral part of the District's economic and workforce developmentefforts, including the efforts of the District's two collegecampuses on the development and delivery of training and consultingservices provided directly to business and industry. As such, theExecutive Director works collaboratively and cooperatively withother economic and workforce development programs and initiativeswithin the District and the region, to bring a comprehensivesolution offering to the District's clients. The Executive Directoris charged with generating revenue to cover the salary and benefitexpense of the position and supporting the fiscal sustainability,compliance, and operational effectiveness of assigned EDCE programsand services.APPOINTMENT
The District Executive Director of Economic Development andContract Education (EDCE) shall be selected by the Governing Boardupon the nomination of the District Chancellor. This is a grant/categorically funded position. Continuation of thisposition is contingent upon available funding on a year to yearbasis. The District Executive Director, Economic Development andContract Education, will: Provide district-wide leadership for the development of projectsand activities associated with EDCE-administered economic andworkforce development, including, but not limited to, developingregional labor market information useful for program development,securing resources through grants and other awards to implement newand revised programs, and identify appropriate marketing, outreach,and business development strategies; Maintain, strengthen, and increase partnerships with local andregional business and industry, workforce development partners,governmental agencies, educational institutions, labororganizations, and community-based organizations to supportDistrict EDCE, contract education, training, apprenticeship, andassigned revenue-generating programs; Coordinate EDCE-related economic and workforce developmentpractices, procedures, and service delivery with the colleges, asappropriate, to support alignment, avoid duplication, and preservecollege authority over assigned instructional and workforce pathwayprograms; Serve as program director for Occupational Safety and HealthAdministration Training Institute Education Center (OTIEC) toinclude direct supervision of the program manager; Strengthen apprenticeship program through district-wide EDCEapprenticeship development, coordination, and management, incollaboration with college leadership, faculty, employers, andother District partners; Serve at a Transit Educational Center as an onsite administratorthat provides service and support to users; Prepare required reports, studies, analyses, presentations, andrecommendations to enhance EDCE economic and workforce developmentactivities; Prepare and administer the program budget for economicdevelopment and contract education, including EDCE-assigned grants,contracts, and revenue-generating programs; Participate routinely in the district-wide planning committeesto provide resource information useful for supporting, aligningwith, and strengthening the colleges' occupational andworkforce-related programs, in coordination with collegeleadership; Provide overall direction, supervision, and evaluation forstaff assigned to economic development and contract educationactivities; Facilitate evaluation processes and other accountabilityactivities pertinent to EDCE economic and workforce developmentprograms to ensure quality, compliance, fiscal accountability, andcustomer/client satisfaction; The Executive Director, Economic Development and ContractEducation assumes responsibility for program development andmanagement for programs that directly support the ContractEducation Department and assigned EDCE activities. It will be theresponsibility of the Executive Director to identify and secure newand expanding funding and revenue sources in support of theseprograms. Representative duties and responsibilities are organizedin seven major areas: Business Climate, Program Development,Program Management, Personnel, Interpersonal BusinessRelationships, Records and Reports, and Other Duties asAssigned; Business Climate – Measures of success for this area of work will include a report developed in collaboration with othereconomic and workforce development programs and initiatives withinthe District andthe region that is initiated annually and updatedquarterly and is reflective of trends and key markets: a. Develop and maintain a working knowledge of the business climateand economic and workforce development trends in the District andthe region to ensure Contract Education is responding to the marketwith appropriate programs and services; b. Analyze, and evaluate market segments using a variety of datasources, to identify markets that hold the highest potential forContract Education success; and c. Work collaboratively to ensure Contract Education is able toeffectively market and sell new programs to business, industry,labor, education, and government clients; Program Development – Measures of success for this sector ofwork will include financial goals being met: a. Respond to current business and industry needs, and identify anddevelop EDCE workforce and economic development grant, contract,and revenue-generating opportunities; b. Collaborate with other economic and workforce developmentprograms and initiatives within the District and the region toidentify and develop new EDCE, contract education, training, andservice opportunities to meet current business and industryneeds; c. Monitor and evaluate on-going program development activities toensure program quality, fiscal accountability, and compliance withapplicable requirements; d. Establish and maintain collaborative working relationships withcollege departments, other community colleges in the region, othereducational institutions, community-based organizations, workforcedevelopment agencies, employers, industry associations, and labororganizations; Program Management – Measures of success for this sector of work will include financial goals being met: a. Assume Program Director role and manage all aspects ofEDCE-assigned grant and contract implementation upon successfulgrant or contract awards; b. Manage all aspects of program delivery for major accountsidentified by the Chancellor; c. Monitor and evaluate on-going program management activities toensure program quality, compliance, reporting, and customer/clientsatisfaction; Personnel – Measures of success for this sector of work willinclude the development of a highly effective and competent staffand quality instructors and consultants based uponclient-identified characteristics and feedback: a. Identify personnel needed, i.e., Contract Education assignedemployees, and contracted instructors and consultants. Recruit,hire, educate, motivate, and evaluate personnel; b. Plan, assign, direct, and monitor employees' and contractedemployees' work and contributions to ensure departmental andindividual goals are achieved; c. Provide oversight in the organization and coordination of thevarious elements associated with training and services deliveryincluding, but not limited to, tasks such as: schedulingfacilities, confirming instructors, identifying training materials,registration procedures (if applicable), and ensuring that programevaluations are completed and required documentation ismaintained; Interpersonal Business Relationships – Will be measured throughfeedback from colleagues, staff reporting to Executive Directorposition, Chancellor and other senior-level administrators, andclients: a. Relate to others in an open and accepting manner bydemonstrating an awareness of and consideration for the opinions,beliefs, and feelings of others; b. Develop cooperative working relationships with colleagues,classified professionals, faculty, Chancellor, and othersenior-level administrators; c. Develop business relationships with key stakeholders from abroad range of functions and levels to support assigned EDCEprograms; Records and Reports – Measures for success will include anestablished budget, a monthly budget report that reflects variancesand resolutions, a monthly project status report that reflectsprogress on program development activities, and miscellaneousdocuments/logs/reports (e.g., business expenses and activityreports): a. Develop and monitor Contract Education Program Developmentbudget to ensure department goals are met. Resolve budgetvariances; b. Maintain accurate records of activities to ensure servicequality including but are not limited to: business expenses, weeklyactivity reports, and monthly project status reports, EDCE grantand contract documentation, and records needed for reporting, auditreadiness, and compliance; Perform other duties as required/assigned. NOTE: This administrative class specification isnot necessarily all-inclusive in terms of duties andresponsibilities. Minimum Education and Experience Education/Training: Master's degree from anaccredited college or university in an area related to the responsibilities of this position, such as business administration,public administration, education, workforce development, economicdevelopment, organizational leadership, or a related field. Experience: Five years of experience in economicdevelopment, workforce development, contract education, or relatedprogram management, including responsibility for budgetadministration, grant or contract oversight, and personnelmanagement. License: Valid California Driver's License Sensitivity to, and understanding of, the diverse academic,socioeconomic, cultural, disability, and ethnic backgrounds ofcommunity college students and staff. Minimum Qualifications Success in securing appropriate outside funding and revenuesources to support economic and workforce developmentactivities; Experience working with local, statewide, and national agenciesresponsible for providing selected economic development programsthat apply to educational institutions; Knowledge of a variety of technologies to enhance efficiency,customer service, and office operations; Knowledge of research techniques to acquire informationconcerning the training and educational needs of business andindustry firms in the area as well as public organizations such as cities, special districts, and the county; Demonstrated knowledge of the principles and methods of programdevelopment and management at the college level, including but notlimited to the development and management of Apprenticeshipprograms; Extensive and successful experience in respectful and sensitivecommunications with people at all levels within organizations, whoare diverse in their cultures, language groups, andabilities; Demonstrated experience in the application of principles andmethods of grant and contract development and management inworkforce development and/or economic development programs; Demonstrated oral and written communication skills, includingpersuasive public speaking; Budget management, including statistical and financialreporting, forecasting, expenditure control, and fiscalaccountability; Demonstrated success in working with representatives fromgovernmental agencies and educational institutions, employers,industry associations, labor organizations, and community-basedorganizations; Experience working in a team environment to accomplish thegoals and priorities of assigned economic and contract educationprograms; Demonstrated knowledge and effective use of current technologyand software applications; Ability to serve as an effective representative of theDistrict; Work with and exhibit sensitivity to and understanding of thevaried racial, ethnic, cultural, sexual orientation, academic,socio-economic, and disabled populations of community collegestudents.
