Senior Program Manager (Construction)

Job Description Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team to support a Department of War customer in delivering a significant construction program in the National Capital Region (Washington, DC). Parsons will provide Owner Agent Construction Management Services (CMa), including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. Senior Program Manager Responsibilities Direct subordinate managers and oversee Parsons efforts on all contract activities in the assigned program. Manage all stakeholders, including client and construction contractors. Ensure that the organizational structure of the program is efficiently planned and adequately staffed, addressing safety, quality, and all project staff located on project sites. Support development and consistent application of Construction Management processes across multiple geographically remote project sites for Design‑Build projects. As Owner’s Agent, advise on and implement solutions to technical and contractual challenges to maintain construction progress, escalating issues and recommended solutions to Parsons and client. Manage and track all key performance and construction progress indicators for program success, including safety, quality control, schedule, and work in place; provide accurate upward reporting to the Program Management Office and client. Manage all internal project phases for Parsons, supporting successful execution through planning, recruiting, mobilization, sustainment, and program execution. Provide leadership to directly manage assigned budget, financial results, and associated profit and loss. Identify design and construction risks along with project‑specific mitigation strategies. Assess present and future project needs, trends, and challenges; determine resources required to meet project objectives and acquire/retain necessary resources to achieve performance metrics. Devise and execute actions to rectify potential cost overruns or delays, or to accommodate significant changes to scope; advise client and company management of such changes. Monitor and report progress of all project activity within the program, including significant milestones and any conditions affecting cost or schedule. Oversee the project portfolio and performance to meet financial, schedule, deliverable, and safety targets. Integrate the appropriate PM/CM AI applications into the project to efficiently provide required services. Required Skills Bachelor’s degree in engineering, architecture, or construction management. Professional Registration (PE or RA). Certification as Project Management Professional (PMP) or Certified Construction Manager (CCM). 15+ years of broad and diversified experience with a strong reputation across North America for life‑cycle program management. Strong background in Federal Government planning, programming, budgeting, and execution. Experience with Project Management Information Systems such as USACE RMS, NAVFAC eCMS, Kahua, or Procore. Must be a U.S. Citizen and able to pass any required federal background checks. Desired Skills Excellent written and oral communication skills. Advanced leadership skills with ability to perform in a senior management capacity. Strong working knowledge of program and project delivery for large construction programs. Proven ability to manage a large group of personnel and resolve complex work assignments. Relevant experience with large programs and diverse projects, including medical, industrial, military construction, and historic structures. Demonstrated ability to establish and maintain long‑term client relationships. Experience with profit and loss management. Expert knowledge of standard construction management practices. Demonstrated risk assessment and mitigation across different contract types and market spaces. Certification as USACE/NAVFAC Construction Quality Management (CQM). Strong safety background, knowledge of EM 385‑1‑1, and completion of OSHA 10/30 within the past five years. Security Clearance Requirement None Benefits Salary Range: $148,300.00 – $266,900.00.
