The LANSCE Facility Operations Director (FOD) is looking for an enthusiastic and ambitious Deputy Facility Operations Director (DFOD) to help lead the LANSCE Facility Operations (LFO) organization. The LANSCE (Los Alamos Neutron Science Center) portfolio includes the LANSCE accelerator, associated experimental areas, and the balance of plant consisting of moderate and high hazard operations that directly support the Laboratory's national security mission. This position will report to the FOD in partnership with the Associate Lab Director for Physical Sciences (ALDPS), the Chief Operating Officer (COO) for Physical Sciences and the LANSCE User Facility Director (LUFD). Operations Manager 5 ($153,600 - $266,500) The FOD provides operational leadership and management of the LANSCE portfolio requiring integration across multiple disciplines (safety basis, facility engineering, facility maintenance, safety, security, project management, contractor assurance, operations support, and emergency response) to ensure safe, secure, compliant, and reliable operations. This position will assist the FOD in: Providing day-to-day predictable operations of the LANSCE facility portfolio. Partnering with internal and external customers to ensure mission execution needs are met and supported. Identifying, managing, and executing facility upgrades needed to meet mission needs while improving reliability. What You Need Minimum Job Requirements: Demonstrated knowledge in the implementation of work management including conduct of operations, training and qualification, Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs. Knowledge of facility, laboratory, and industrial infrastructure and operations. Experience managing the interface(s) with programs, projects, and responsible line management to ensure performance and monitor/track cost, schedule, and progress against milestones. Demonstrated knowledge of and experience in aspects of personnel management, including but not limited to managing headcount, forecasting, and budgeting, directing assignments, employee hiring and onboarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities, championing diversity and inclusion, and recognition. Ability to manage workers in high hazard environments, requiring anticipation and identification of potential operational risks, developing and implementing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance. Demonstrated customer service skills with ability to negotiate with customers and management and influence leaders regarding matters of significance to the organization. Excellent interpersonal, oral, and written communication skills. Experience interfacing with internal leadership and external stakeholders. Demonstrated experience in effective decision-making and creative problem solving. Background in exercising responsibility for direct reports including drawing upon deployed staff from line organizations to manage multidisciplinary teams in planning, tracking, and execution of program/project plans. Experience directing the integration of unique, and/or complex program/project work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. Education/Experience : Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Desired Qualifications: BS/MS degree in engineering, science, or related technical field is highly desirable. Knowledge of the Laboratory's organizational structure and objectives. Knowledge and understanding of LANL conduct of maintenance, conduct of engineering, conduct of operations and quality assurance programs. Experience working in an accelerator facility and familiarity with DOE Order 420.2D, Safety of Accelerator Facilities. Knowledge of government and environmental regulations affecting operations management in a DOE/NNSA site. Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad. Eligibility Requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer. Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status. Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Please refer to Policy P701 for applicant eligibility requirements. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th.
