Job Description Summary Department - Regional Wastewater Reclamation Job Description Job Type: Classified Job Classification: 5375 - Public Works Supervisor I Salary Grade: 14 Pay Range Hiring Range: $63,544 - $76,252 Annually Pay Range: $63,544 - $88,961 Annually Range Explanation: Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Pay Range is the entire compensation range for the position. This supervisory position is located within the Odor Unit of the Regional Wastewater Reclamation Departments Conveyance Division. This group is comprised of four employees specializing in the operation, maintenance, and management of 24 odor control units/facilities located throughout Pima County. As the supervisor of this unit, you are responsible for the daily scheduling of activities/assignments/materials for staff to ensure the effective operation of each individual odor unit. Essential Functions: As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class. Work assignments may vary depending on the department’s needs and will be communicated to the applicant or incumbent by the supervisor. Oversees maintenance, repair, and construction work on assigned sections of highways, roadways, drainage ways, solid waste or sanitary sewerage facilities and structures; Ensures quality control, safety practices and completion of all work performed by work crews, vendors and contract construction agencies; Schedules and inspects the implementation of annual and periodic maintenance activities with a computer-based work order system, construction and service contracts for compliance with operating permits, standards and specifications; Forecasts, projects and/or monitors unit costs and expenditures for supplies, equipment and man-hours for maintenance and construction projects and contracts; Inspects assigned areas for road damage or roadway hazards and orders repairs of specialized road and bridge facilities/structures, such as guardrails, cattle guards, corrugated pipe culverts, traffic signs and roadway markings, traffic signal and lighting etc.; Coordinates the construction, repair, inspection and maintenance of sanitary sewer or solid waste facilities, wastewater pumping systems, manholes, piping, spillways and catwalks, to include vector, odor and corrosion control; Coordinates activities involved in the operational maintenance of public solid and landfill waste facilities and authorizes stop-work orders; Interprets blueprints, construction specifications and engineering drawings and discusses specified construction procedures with affected parties to ensure compliance with contract requirements and industry standards and codes; Investigates ROW encroachments and complaints, reviews and inspects traffic control plans, and coordinates with utility companies and contractors operating within the right-of-way; May act as Public Works Supervisor II in their absence. Minimum Qualifications: Six years of experience in commercial, industrial, or public works maintenance, repair, or construction AND two years of lead or supervisory experience in a commercial, industrial, or public works construction or maintenance setting. (Graduation from an accredited college or technical school in environmental technology, engineering or a related discipline may substitute for four years of general experience. Relevant experience and/or education from an accredited college or university may be substituted.) OR: Three years of experience with Pima County as a Public Works Crew Supervisor or in another closely related position as determined by the department head at the time of recruitment. OR: One year of experience with Pima County as a Transportation Maintenance Supervisor or in another closely related position, as determined by the department head at the time of recruitment. Qualifying education and experience must be clearly documented in the "Education" and “Work Experience" sections of the application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): Minimum three (3) years experience in a lead position, instructing staff with an emphasis on electronic documentation of tasks/hours, equipment, vehicle, inventory, and material usage. Minimum three (3) years experience in maintenance, operation, and repair of wastewater odor assets and related facilities. Minimum three (3) years experience and knowledge of principles and practices related to BioFilters, charcoal vessels, or similar odor abatement facilities, with direct experience in environmental monitoring and handling of hazardous chemicals. Selection Procedure: Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process. Supplemental Information: Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Some positions may require a valid Arizona commercial driver’s License (CDL) with appropriate endorsements at time of appointment or prior to end of initial probation. Some positions may require satisfactory completion of a 40-hour OSHA course in hazardous materials management and certification as a Manager of Landfill Operations (MOLO) by the Solid Waste Management Association of North America prior to end of initial/ promotional probation. Failure to obtain/maintain the required licensure/certification/registration shall be grounds for termination. Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require satisfactory completion of a personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems. Some positions within this classification may require experience in the operation of heavy equipment. Some positions may carry the risk of exposure to infectious diseases, asbestos, or wastewater and sewage products, therefore special medical screening prior to or during employment may be necessary to assure employee health and safety. Some positions may require the ability to enter and work in confined spaces, which may require the proper wearing of individual safety and protective equipment. This position will require a post-job offer physical and/or drug screen. Physical/Sensory Requirements: Some positions require the ability to lift or move equipment weighing from 50 to 100 pounds. Other physical and sensory work requirements will be determined by position. Frequently required to lift, push or pull objects weighing up to 75 pounds. Working Conditions: Working conditions will be determined by position.
