Project Manager II

The Project Manager II is responsible for planning, coordinating, and executing performance reporting and award administration activities for the Generation III+ program supporting the Pioneer 1 & 2 delivery program. This role partners closely with project managers, project controls, and finance to collect and reconcile recurring cost, schedule, and milestone data and to compile conforming reports to the U.S. Department of Energy (DOE). The ideal candidate brings strong project management and project controls knowledge, experience supporting government-funded projects, and the ability to collaborate across cross-functional teams to drive disciplined and predictable reporting delivery. Location: Camden, NJ – Holtec Technology Campus (Onsite) Primary Responsibilities: Act as the primary responsible individual for the planning and execution of recurring performance reporting within the Generation III+ program, including the Gen III+ Pathway to Deployment (Tier 1) Other Transaction Agreement and the ARDP Cooperative Agreement. Establish and maintain the weekly input process and monthly reporting cadence across scope and milestone project managers, project controls, and finance. Collect, validate, and reconcile weekly status, schedule, and cost inputs; identify and resolve discrepancies prior to reporting. Prepare and compile monthly performance and financial reports to DOE, including support for the Research Performance Progress Report (RPPR) and Federal Financial Report (FFR), in accordance with DOE F 4600.2 and applicable award terms and conditions. Coordinate earned value management (EVM) inputs with project controls and reconcile cost and schedule performance against the integrated project schedule and approved program budget. Track program performance against Level 0 and Level 1 milestones; compile variance narratives, corrective-action inputs, and supporting substantiation for milestone completion. Maintain thorough documentation and auditable reporting records sufficient to substantiate reported cost, schedule, and milestone data for DOE review and audit. Identify reporting, schedule, and data-quality risks and develop mitigation strategies to ensure on-time, conforming submissions. Support responses to DOE reviewer comments, data requests, and reporting-related inquiries. Support award administration activities, including budget compliance, cost-share tracking, and invoice support in coordination with finance. Support future program financing workstreams, including the anticipated EDF loan effort, providing reporting and project management capacity as that scope matures. Assist in development, maintenance, and control of project-specific plans and procedures needed for efficient execution of the program. Periodic travel is required (10 – 15%). Requirements: Onsite with flexible schedule and accommodation for limited travel. Bachelor's degree in Engineering, Business, Finance, Project Management, or a related field. 5+ years of project management, project controls, engineering, or technical program experience. Experience managing or supporting a DOE-funded project, DOE award, or other government-facing technical project. Knowledge of project management principles and common project management tool sets, including cost and schedule reporting, earned value management, and milestone tracking. Demonstrated experience preparing recurring reports and deliverables for government or other external stakeholders under fixed submission deadlines. Exceptional organizational and communication skills, with the ability to coordinate inputs across multiple functional organizations and manage concurrent deliverables. Ability to identify reporting, schedule, and data-quality risks and drive timely resolution. Preferred Qualifications: Experience supporting a DOE cooperative agreement, Other Transaction Agreement, or comparable Federal financial assistance instrument. Familiarity with Federal award administration and procurement requirements, including 2 CFR 200 and DOE reporting requirements. Experience in the commercial nuclear, power generation, or large-scale capital projects industry. Proficient in project management and scheduling software (e.g., Primavera P6, MS Project). Familiarity with nuclear quality assurance requirements (NQA-1) and U.S. NRC regulation relating to commercial nuclear units. MS in Engineering, Business, or Project Management.
