Position Summary

Great Rivers Greenway is seeking a motivated and experienced Construction Manager to join the newly formed Construction Management Team who will deliver greenway capital projects across the region. This full-time, on-site salaried position with benefits plays a critical role in overseeing construction to bring our regional vision to life in a safe, efficient and cost-effective manner.

The Construction Manager will be responsible for managing the pre-construction, bidding and award coordination, and construction of greenway capital improvement projects throughout the St. Louis region. This position oversees projects from pre-construction through closeout and works closely with consultants, contractors, public agencies, utility providers, and internal project teams to help deliver safe, high-quality projects on schedule and within budget.

Reporting to the Construction Director, you will be involved with multiple capital projects managing scopes, risks, schedules, analyzing budgets and contract documentation through a web-based project controls system. In addition to construction execution, the role uses data and outcomes to help continuously improve construction practices.

The Construction Manager serves as a key representative of Great Rivers Greenway during construction activities and is responsible for monitoring project progress and budget, resolving field issues, maintaining contract documentation, and supporting collaboration among stakeholders. This position requires strong communication skills, attention to detail, sound judgment, and the ability to manage multiple projects simultaneously in a dynamic environment.

Full Salary Range : $81,868 – 118,768

Essential Job Functions:

Construction & Project Management

• Manage assigned construction projects from pre-construction through final completion and closeout.
• Coordinate with internal staff, contractors, consultants, external construction managers (if needed), utility companies, municipalities, and regulatory agencies during final design, bidding and award and construction phases.
• Review construction documents, schedules, estimates, and contractor submittals for completeness and constructability.
• Monitor project budgets, schedules, and progress to support successful project delivery.
• Coordinate with internal staff on construction reimbursements and compliance for all outside grant funding sources.
• Conduct regular site visits and field inspections to monitor quality, safety, compliance, and progress.
• Assist in identifying and resolving construction issues, field conflicts, and change conditions.
• Review and process project documentation including pay applications, change orders, Requests for Information (RFIs), submittals, and project reports.
• Maintain accurate project records and documentation throughout the construction process.
• Support project closeout activities, punch lists, warranties, and final documentation.
• Coordinate with GRG Operations and Maintenance, other internal staff and external partners as construction projects become operational to the public.

Collaboration & Communication

• Serve as Great Rivers Greenway’s primary point of contact during active construction projects.
• Collaborate with internal project teams including project managers, operations, communications, finance, and community engagement staff.
• If applicable, coordinate with and oversee work of external construction managers.
• Communicate project updates, risks, costs and schedule impacts to leadership and project stakeholders.
• Support public meetings, stakeholder coordination, and contractor communications as needed.
• Build and maintain positive working relationships with consultants, contractors, community members, and partner agencies.

Safety & Compliance

• Promote and support safe construction practices and compliance with applicable regulations and standards.
• Monitor contractor adherence to project specifications, safety requirements, and quality expectations.
• Assist in ensuring compliance with environmental, permitting, and regulatory requirements.
• Complete other duties and special projects as assigned.

Education and Experience:

• Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Landscape Architecture, Project Management, or a related field preferred.
• Minimum of three (3) years of progressively responsible experience in construction management, infrastructure, public works, site development, or related project delivery experience.
• Experience managing construction projects involving trails, parks, greenways, transportation infrastructure, utilities, public spaces, or related capital improvements preferred.
• Strong understanding of construction methods, scheduling, project documentation, and contract administration.
• Experience managing construction projects with Missouri Department of Transportation’s Local Public Agency program preferred.
• Ability to read and interpret construction plans, specifications, and technical documents.
• Strong organizational skills with the ability to manage multiple priorities and deadlines.
• Excellent verbal and written communication skills.
• Proficiency with Microsoft Office and project management/document management software.
• Valid driver’s license and ability to travel throughout the St. Louis region for project and site visits.
• Will need to obtain OSHA 30-hour Construction Certification

Working Conditions & Physical Requirements

• Combination of office and field-based work environments.
• Frequent travel to project sites throughout the St. Louis region.
• Exposure to all types of weather conditions when necessary. Probably exposure to loud noises and dangers associated with construction industries such as moving mechanical parts, fumes or airborne particles and other related risks.
• Frequent early morning with occasional evening, or weekend work may be required based on project schedules or construction activities.
• Employee is regularly required to sit, talk and hear. Vision requirements include close vision, ability to adjust and focus, distance vision (at 20 feet or more), ability to judge distances and spatial relationships.
• Frequent site visits to various greenway projects and active construction sites. Visits may require long periods of standing and walking on uneven surfaces and challenging terrain throughout the year in all types of weather.
