Summary

The incumbent serves as the Management and Program Analyst (VHA IT Governance Analyst) within the Veterans Health Administration, Strategic Investment Management, Investment Governance Services Office. The VHA IT Governance Analyst manages all aspects of the VHA IT Governance process within the direct purview of the VHA Information Technology Committee (ITC), including policy development, strategic planning actions, and keeps stakeholders and leadership informed of activities and progress.

Duties

Help

Major duties include but are not limited to:

• Supports the VHA Information Technology Committee (ITC), serving as a committee coordinator
• Assesses the resultant impact on the strategic goals of the ITC and reccomends approaches to aligning the ITC wit VA and VHA guidance
• Collaborates with the Health IT Strategy Sub-Committee (HITSSC), the Veterans Integrated Service Network (VISN) Chief Health Informatics (VCHI) Sub-Committee, and the four Capability Management Boards (CMB) (Clinical, Business, Research and Education, and Data Resource and Analytics)
• Collaborates with external stakeholders, establishing direct relationships through direct meetings, working with staff and through virtual channels.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday, 08:00-04:30p

Telework: Yes-as determined by the agency policy. Will be required to report to either a VA Facility. Agency/VA approved leased space, or anyfederal buildingdesignated by VA unless an approved exemption is granted.

Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.

Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.

Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2026

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:

GS13 Specialized Experience: Knowledgeable in VA and VHA policies, procedures, and governance guidelines, with proven ability to interpret and apply these principles to support committee operations and program oversight.

Demonstrated experience conducting analytical work that aligns programs with organizational goals, coordinating inputs for governance bodies, preparing materials for leadership briefings, and contributing to routine program or portfolio

evaluations. Brings strong presenting skills, effectively briefing senior VA leaders and communicating complex information clearly, while coordinating with stakeholders across the organization and providing advice and support to the VHA

Information Technology Governance bodies as a senior committee coordinator.

GS14 Specialized Experience: Highly experienced in conducting strategic assessments of enterprise-level health information technology portfolios and providing insight that shapes long term organizational strategy, resource decisions,

and committee coordination. Demonstrated mastery of VA and VHA governance policies, procedures, and guidelines, applying this knowledge to oversee complex enterprise health technology initiatives, lead governance secretariat, and

advise senior leadership on impacts and priorities. Possesses exceptional presenting skills and extensive experience briefing executive level committees, engaging senior VA leaders, and collaborating with interdisciplinary and external

partners. Expertly provides advice and senior level coordination support to the VHA Information Technology Governance bodies, ensuring effective oversight and informed decision-making.
