Construction Inspector

CLASS SUMMARY
Manages and /or conducts regular and periodic inspection of subdivision building and all private work within City owned property or right-of-way. Manages or conducts inspections of public improvement/construction projects (i.e., sanitary & storm sewers, streets, roads, waterlines, traffic signals, etc.) to ensure compliance with approved plans and all applicable construction regulations, standards, specifications, codes, and ordinances. Manages the annual City road programs. Work is performed under the general supervision of the director or designated representative, with the incumbent having considerable latitude to resolve disputes and problems encountered in the field in accordance with defined policies and procedures. Work is reviewed through conferences, reports, and results obtained. Incumbent has no direct evaluation/supervisory responsibilities of City personnel, but may supervise as directed, private inspectors hired under contract to the City.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Any one position may not include all the duties listed nor do the listed examples include all duties which may be found in positions of this class. Allocation of positions to this class will be determined on the amount of time spent in performing the primary duties.)

Reviews site plans, blueprints, sub-division drawings for compliance with all applicable Ohio Revised Codes, Federal and State Environmental Protection Act regulations, County regulations, and City of Hudson codes, regulations, and ordinances. Supervises as directed, the work of private contracted inspectors performing inspections of subdivision construction, and all private work within City owned property or right-of-way.

Supervises and manages the construction of the City annual road programs, including bid tab and
specification development, contract and contractor management, contractor requests for information, claims, resident inquiries, the road tours, and reports to the director.

Supervises and assists with the management of Fiber to the Home projects. Will oversee the safe and accurate installation of fiber optic infrastructure, specifically focusing on directional drilling operations. Duties may include verifying OUPS markings, verifying and logging potholed utility crossings, tracking materials, tracking work locations and contractor crews, ensuring proper restoration, ensuring proper traffic control is in place and coordinating with project managers and other third-party inspectors.

Answers inquiries regarding construction methods, practices, principles, and procedures, providing
instruction to the general public on proper application of codes and standards. Investigates complaints from home buyers/owners during and after the construction process and recommends appropriate corrective measures.

Issues warnings and stop-work orders and takes other appropriate measures, including recommendation to Director that builders be cited, when inspections reveal noncompliance with codes, regulations, and ordinances.

Acts as liaison with other City Departments, and other agencies and agencies as required. Participates in planning and cost estimation of public works projects, e.g. bike paths, street lighting, sidewalks, storm sewers; coordinates completion of said projects.

Skilled in MS Office (Word/Excel/Access), surveying, drafting, and computing equipment and instruments. Ability to interpret data, engineering plans and generate reports. Maintains all necessary files, inspection reports, quantity tracking and other applicable records.

Must establish and maintain effective working relationships with supervisors, co-workers, contractors, builders, vendors and the general public.

Must have regular, reliable, and punctual attendance.

Must follow and comply with City rules and policies.

May perform other inspection duties, as directed.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT (The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Sufficient visual-acuity to detect faults (poor construction, improper materials, etc.) at times in poorly-lit areas. Sufficient dexterity and mobility to perform all required inspection tasks on structures of varying design and height at varying construction stages, including stages when sidewalks, ramps, and stairs have not been installed. Ability to work in extreme temperature conditions, wetness, cold, high humidity. Work is primarily performed in the field through work site visits with regular related office duties; stooping, bending, kneeling, and crawling in tiring and uncomfortable positions for short periods of time; occasional climbing of ladders up to 40 foot high.

MINIMUM QUALIFICATIONS

Work requires possession of a high school diploma or GED and considerable experience in construction inspections or as a construction supervisor; construction inspection record keeping or equivalent experience is preferred; or any equivalent combination of education and/or experience that provides the following knowledge, abilities, and skills:

Knowledge of construction practices, principles, methods, and procedures. Knowledge of the construction requirements contained within applicable Federal, State, County, and City Codes, regulations, and ordinances.

Skilled in making accurate measurements and reading building prints. Good written and verbal communication skills. Ability to interpret and apply the provisions of applicable codes, ordinances, and regulations to construction plans and field conditions and determine plan compliance. 

Ability to analyze, interpret and apply construction plans to field conditions to ensure compliance with said plans. Ability to organize and prioritize daily work assignments and activities. Ability to understand/ interpret and utilize manuals, and written and verbal instructions which are technical in nature.

Ability to make simple arithmetic and measuring calculations, to copy records precisely, to complete routine forms and maintain accurate records, and to gather, collate, and classify information and data regarding building inspection/construction activities.

Ability to operate a personal computer for the purpose of entering, accessing, and retrieving information and data regarding building inspection/construction activities. Ability to answer inquiries and resolve complaints from contractors, builders, and the public in an effective, tactful, courteous manner.

Ability to establish and maintain effective working relationships with builders, contractors, supervisors, co-workers, and other City officials & employees.

LICENSE, CERTIFICATE, OR OTHER REQUIREMENTS (All required licenses and certificates must be current, and the privileges granted under each cannot be suspended or otherwise encumbered.)

Valid State of Ohio Drivers License

American Concrete Institute (ACI) Certification Field Testing Technician Grade 1.
