To learn more about our work, please visit our website at Overview USCRI manages the Trafficking Victim Assistance Program (TVAP) and the Aspire: Child Trafficking Victim Assistance Program (Aspire) across a multi-regional network of service providers in every state and U.S. territory through a cooperative agreement with the Office on Trafficking in Persons (OTIP) within the Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS). The central purpose of the programs is to help foreign national survivors of trafficking achieve HHS certification/eligibility and provide trauma-informed, person-centered, comprehensive case management services, facilitating timely access to benefits and community referrals so they can rebuild their lives and re-establish their ability to live independently. These comprehensive services include emergency assistance, housing, safety planning, basic needs, health, legal, education, employment, language, and assistance in accessing HHS Certification/Eligibility to attain further resources to the same extent as refugees. The Program Assistant provides key programmatic and ongoing critical training and technical assistance (TTA) and outreach support to program staff and partners across ACF Regions and/or other specialized program areas, helping to ensure efficient funding allocation and quality standards of care to eligible foreign national victims of human trafficking. The Program Assistant position reports to the Associate Director of Trafficking Services located at USCRI’s office in Arlington, VA. Essential Duties And Responsibilities Serve as first point of contact and manage the USCRI national 1-800 General Line and network email account, ensuring prompt responses to inquiries; Review and respond or forward daily inquires for follow-up action as needed and coordinate service and information referrals from service providers, resettlement agencies, partners, survivors, attorneys, law enforcement agents, and other stakeholders in coordination with Program Officers; Facilitate connection of referrals from a variety of sources (including direct referrals from survivors) to service providers; Work closely with program staff to support day-to-day program operations, ongoing training and technical assistance; Support network-wide communications, assessments, and ongoing outreach to current and potential program partners; Schedule webinars, trainings and assist with capacity building and onboarding for the program and network; Support the development and maintenance of program database system; Assist with financial and program audits to ensure efficient funding allocation and quality standards of care, and assist with designated region(s) and/or specialized program areas as assigned and needed; Collect data and contribute to the analysis and reporting of programmatic outcomes; Process and track enrollment services, financial expenditures, data collection, analysis and evaluation, and assist with budget status and projections for timely and accurate programmatic reporting; Contribute to the service provider handbook, annual strategic programmatic workplan and program policies; Participate in meetings and trainings on issues relevant to TVAP/Aspire and help assist with presentations as needed; Generate correspondence, administrative reports and related documentation as assigned; and Perform other duties as assigned by supervisor. Position Requirements Bachelor’s degree in the areas of health and social services, international affairs and/or immigration policy, trauma-informed and responsive care, with related technical assistance and training a plus, or a minimum of an Associate degree AND at least two years of relevant experience in a related field; Experience working with victims of human trafficking and/or related programs aiming to increase access to critical resources for immigrant and underserved populations is preferred; Experience in supporting program management, evaluation, and/or training are a plus; Proficiency in Microsoft Office, specifically with Word, Power Point and Excel is required; Knowledge or experience with database programs to meet data collection and reporting needs is preferred; Quantitative skills with budget models to aid program oversight a plus. Ability to work both as a team member and independently, with a high level of self-motivation, flexibility to meet goals and deadlines in a fast-paced environment is desired; Strong interpersonal skills, including the ability to communicate with providers, partners, and survivors of diverse backgrounds; Ability to cultivate and maintain relationships and partnerships with program staff and external stakeholders and project partners; Spanish language ability is strongly preferred; Foreign language ability is desirable, and individuals of culturally diverse and/or underrepresented backgrounds, including survivor leaders, are encouraged to apply; Ability to travel domestically as required; and Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information and an appreciation of a multicultural workplace and a with a dedication to human rights, including of trafficking victims, refugees, immigrants, asylum seekers, and vulnerable or disenfranchised populations. Training Requirements Satisfactory completion of USCRI’s Orientation and Program Trainings; Complete additional training as identified by supervisor or Human Resources.
