Senior Project Manager - BPA (Contract-Wide Key Personnel)

The Senior Project Manager is the single point of contact for all Contractor work performed across the life of the BPA, spanning the 12-month base period and up to four one-year option periods. This individual owns overall program management, quality, schedule, and risk-communication outcomes across all MSRAM, RBMSRO, and related risk-analysis task areas, and is the Contractor's primary interface with the KO and COR on all administrative and technical matters.

Minimum Qualifications

• Bachelor's degree from an accredited institution.
• Minimum ten (10) years of experience managing contracts of similar scope, scale, and complexity (professional/consulting services supporting a federal agency risk-management, security, or analytic mission preferred).
• Demonstrated experience managing multi-disciplinary teams performing statistical/risk analysis, software development, training delivery, and helpdesk/user support simultaneously.
• Able to read, write, speak, and understand English fluently.
• U.S. citizen or legal U.S. resident.

Preferred Qualifications

• Master's degree with a minimum of eight (8) years of relevant work experience.
• Prior USCG, DHS, or DoD program-management experience, particularly supporting maritime security, homeland security, or critical-infrastructure risk programs.
• Familiarity with MSRAM, RBMSRO, FIPS 199, NIST SP 800-53, or comparable federal risk-modeling/security-categorization frameworks.
• PMP or equivalent project-management certification.

Key Responsibilities

• Serve as the Contractor's single accountable point of contact for the KO and COR on all BPA matters (3.3.1).
• Direct and be responsible for all Contractor work performed under the BPA and every Call Order issued against it.
• Designate and manage one qualified alternate with full authority to act during any absence.
• Own preparation and timely submission of the Post-Award Conference materials, draft/final Project Plan, monthly Progress Reports, and attendance at monthly Progress Meetings (PWS 4.7-4.10).
• Maintain staffing continuity across the BPA's 12-month base period and up to four option periods; execute the hire/retain/replace plan described in the Staffing Approach.
• Oversee compliance with security, Section 508, geospatial, and Business Continuity Plan (BCP) obligations at the BPA level (PWS 4.14-4.16).
• Escalate and resolve cross-task-order risks, resource conflicts, and performance issues before they affect PRS outcomes or CPAR ratings.
• Ensure ROI/performance metrics (e.g., ≥10% improvement in helpdesk assistance inquiries) are tracked and reported by call order (3.1).

Availability, Communication & Response Standards

• Available to the COR by telephone 0800–1600 ET, Monday through Friday.
• Must respond to any request for discussion or resolution of technical problems within 2 hours of notification.
• Point of contact for emergency/Business Continuity Plan activation; coordinates with the COR to verify key contacts, temporary work locations, and priority work products within 8 hours of BCP activation.

Deliverables Owned / Co-Owned

• Post-Award Conference (BPA-level) NLT 5 business days after award.
• Draft/Final Project Plan.
• Monthly Progress Reports to KO/COR.
• Business Continuity Plan - NLT 20 business days after award, updated annually.
• Team Structures Report prior to task performance under each call order.
