Fire Chief | Strategic Public Safety Leader ($175k+)

Location: Crandall, Texas Job Title: Full-Time Fire Chief Responsibilities The Full-Time Fire Chief is responsible for the day-to-day administration and management of affairs placed under their authority as provided by the Kaufman Emergency Services District 7 Board of Commissioners. Essential Job Functions Provides strategic leadership and direction to both internal departments and various service providers. Responsible for day-to-day Department operations, including working closely with the heads of the Department contracted service providers; assessing fire threats; coordinating operations during severe weather; coordinating response to natural disasters; making staffing adjustments as conditions dictate; and ensure Departments operational goals and statutory duties are met. Oversees preparation of annual budget, including making recommendations on contracted service providers budget, capital purchases, and other major budget related items. Oversee and submit reports to the Board of Commissioners of financial, administrative, and operational activities. Confers and provides direction to department heads concerning administrative and operational goals, objectives, policies, procedures, and problems. Ensures accurate reflection of the Departments current financial status to the Board. Directs investigation of complaints and necessary corrections of abuses regarding Department services. Develops succession planning to ensure continuity of operations. Represents the Department in the community, at professional meetings, and assists contracted service providers with annual public events at schools, public meetings, etc. with the goal of providing public outreach and to increase Department name recognition. Promotes a culture of being a community centered and community driven department. Builds a culture of trust by operating with integrity, transparency, accountability, sharing of information, and by being receptive to input from all members and citizens. Adheres to all applicable rules, laws, ordinances, and governmental regulations. Attends conferences and meetings to keep abreast of current trends in the field. Promotes a vision of excellence, establishing credibility and consistency in the delivery of services. Expected to be available and/or reachable twenty-four hours per day, 365 days per year, with the exception of scheduled leaves of absence and/or scheduled vacation time. Other duties as assigned. Required Knowledge Through knowledge of modern fire suppression and prevention and emergency medical services, principles, procedures, techniques, and equipment. Demonstrated strength in financial/budgeting, economic development, and negotiation skills in a public or non-profit setting. Knowledge of applicable ESD legal guidelines and standards. Experience working with or for an ESD. Acknowledges the importance of recruiting and developing a workforce that values diversity and is reflective of the community. Management principles and methods, including strategic leadership, planning, goal setting, program and budget development and implementation, project and employee management related to the management of all Department functions. Understands service leadership, empathy, and has strong interpersonal skills. Experience and proficiency in Microsoft Office products and other administrative software. Required Abilities Ability to read, analyze, and interpret technical procedures, or governmental regulations, including but not limited to Texas Local Government Code. Ability to quickly gain the confidence of staff and the community. Ability to recognize the expertise of current staff, demand accountability for job performance, and promote quality services. Ability to work in collaboration, building consensus, and resolving conflict. Ability to maintain confidentiality and demonstrate extraordinary discretion with sensitive company and employee information. Ability to exhibit tact and diplomacy, be fair and impartial. Ability to effectively command emergency personnel and coordinate emergency incidents; think and act quickly and decisively in emergencies; and be physically able to perform command and control responsibilities in hazardous environments, which may require physical agility, strength and use of special equipment. Required Education and Experience A Bachelor’s degree from an accredited college or university in Public or Business Administration, Fire Services, or related field. A minimum of ten (10) years of combined experience in Fire Operations and EMS including a minimum of five (5) years in a Battalion Chief’s position or higher. At least five (5) years of high-level executive experience in leading an organization of a similar size and complexity. An equivalent combination of higher education, certification and experience will be considered. Required Certifications Paramedic Certification Texas Commission on Fire Protection (TCFP) Advanced Structural Firefighter (Preferred) Driver Operator Pumper Driver Operator Aerial (Preferred) Fire Officer III (Preferred) Fire Instructor II Head of Department- Suppression Certificate (or obtain within 6 months) Must possess NIMS Certifications: 100, 200, 300, 400, 700, 800 ICS System Additional Requirements Requires successful completion of pre-employment background check. Requires successful completion of pre-employment drug and alcohol test. Must immediately reside within 15 miles of Central Fire Station. Salary & Benefits Starting Wage: $175,000 Annual Salary DOQ, paid bi-weekly. Average Hours/Week: Monday – Friday 8:00am – 5pm (Salary, Exempt). Additional hours for board meetings, special events, training classes, conferences, and calls as needed. Insurance: The ESD will contribute a monthly amount of $500 towards the insurance premium for the plan the employee enrolls in with the ESD. PTO: 2 weeks Retirement: TCDRS – 7% Employee contribution; 2:1 Employer match; vesting after 5 years. Protective Clothing: Supplied by the Department Uniforms: Supplied by the Department Out of state applicants must be able to transfer their home state training/certifications to the State of Texas.
