Health Care for the Homeless/Farmworkers Health Program Management Analyst (Open & Promotional)

San Mateo County Health is seeking a Management Analyst to join the Health Care for the Homeless/Farmworkers Health Program (HCH/FH), a program within San Mateo Medical Center that is funded by a grant from the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), under Section 330 of the Public Health Act (covering Community Health Centers). The mission of the HCH/FH Program is to serve homeless and farmworker individuals and families by providing access to comprehensive health care, in particular primary health care, dental health care, and behavior health services in a supportive, welcoming, and accessible environment. The program is governed by an independent Co-Applicant Board. The Management Analyst will be an integral part of the HCH/FH team and will provide expertise in all general program administrative and management areas. This position requires a motivated individual with strong data analysis skills, critical thinking, fiscal comprehension, and oral and written communication skills. People from cultural, ethnic, racial, and linguistically diverse backgrounds are encouraged to apply. The ideal candidate will possess the following: Federal grant experience, preferably Department of Health & Human Services (HHS), ideally with the Health Resources & Services Administration (HRSA) health center grants; federal grant reporting; federal Payment Management System (PMS); Grants.gov, and the HRSA Electronic Handbook (EHB). Experience in contract management; solicitation (Request for Proposals), proposal evaluation, and contract negotiation. One to three years of increasingly responsible experience performing a wide variety of financial and administrative duties and data analysis in a public agency with at least one year's experience in budgeting or another area of analytical responsibility. Bachelor's degree from an accredited college or university with major coursework in public administration, health care administration, business administration, or a related field. Master’s degree is preferred. Local government experience, health program experience, and familiarity with the California Brown Act is desired. Knowledge of advanced principles and practices of public administration and program management, including planning, priority-setting, plan execution, performance measurement, resource allocation, budget development and continuous review, operational analysis, and program improvement. Ability to analyze, organize, and condense a wide variety of moderate to complex budgetary issues and/or program subject matter into specific and detailed analysis and reports. Skill in the effective use of automated systems and spreadsheet applications to perform complex mathematical and statistical calculations accurately, including preparation of data and budget reports, analysis, charts, tables and graphs. Experience with HRSA’s Uniform Data System Report and HRSA’s Compliance Manual and Operational Site Visit process. Experience with the EPIC electronic health record system. Ability to analyze complex problems accurately, develop practical recommendations, and take appropriate action to resolve them. Communicate concisely and effectively both orally and in writing, and to summarize and clearly convey complex financial and data structures, concepts, formulas and budgetary or program relationships to a non-technical audience in staff reports, worksheets, instructions, and reports Ability to build strong effective relations with executive level management and staff; as well as establishing effective partnerships with others by using a participatory style in reaching solutions to problems. Political astuteness, strategic thinking and planning; and the ability to collaboratively work with staff in accomplishing goals. Manage small to medium size projects, or portions of larger projects. Ability to learn quickly and work independently. NOTE: The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies. Duties and responsibilities may include, but are not limited to : Grant and Program Budgeting - Assist in the development and preparation of the budgets for grant and program funding requests in accordance with Agency policies and procedures and funding requirements; full federal grant reporting (fiscal & programmatic) Contract Management - All aspects of Contract Management from development of solicitation (Request for Proposal) through invoice approval and performance evaluation. Perform research and data gathering activities related to preparation, development and monitoring of the assigned program budget(s), program operations and performance, needs assessment and client/patient satisfaction, and program outcomes. Financial Analysis - Compile, analyze, present, and make recommendations regarding the fiscal impact of operating or organizational changes. Perform cost benefit analysis as assigned. Data System Improvement - Identify and frame data system problems and make process recommendations for addressing problems. Lead and/or participate in system improvement work groups as assigned. Service Progress - Promote the program's service and performance goals by identifying, developing, and promoting opportunities and activities that support these goals. Analyze and interpret data collected, study financial and performance trends and issues, make recommendations to superiors and as directed, to senior management, and prepare periodic or special reports based on conclusions. Prepare quarterly financial summaries and supplemental information in order to distribute and present budget information to program management. Developing Fiscal Impact statements and claiming instructions for Contracts, MOU's and staffing requests. Provide support as requested or required to the HCH/FH governing board. Interpretation and review of Federal and State legislation and policy issuances and their program and budget impact. Perform contract fiscal oversight and invoice monitoring and processing. Agency Budget Development - Assist in the development and preparation of the assigned agency program budgets in accordance with instructions from the Agency's Budget Manager, the County Manager's Office. Agency Budget Monitoring - Make financial projections, monitor expenditures and revenues, monitor claiming and financial reporting for the assigned budget unit(s) in accordance with instructions from the Agency's Budget Manager. Interact, coordinate and liaison, as necessary, with operational and mid-level staff in SMMC and County administrative service entities (accounting/fiscal, Siemens/HIT staff, payroll/personnel, etc.). Confer and coordinate with other County/Health System/SMMC peer level staff on various administrative issues. Knowledge of: Project and/or program management, analytical processes, and report preparation techniques. Working knowledge of business administration and/or public administration. Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures. Principles of mathematical and statistical computations. Research and reporting methods, techniques, and procedures. Modern office practices, methods, computer equipment and applications related to the work. English usage, grammar, spelling, vocabulary, and punctuation. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Principles and practices of public administration as applied to operational unit and program administration. Principles and practices of county management and government. Sources of information related to a broad range of county programs, services, and administration. Basic principles, practices, and procedures of funding sources and grant funds disbursement. Principles and practices of contract administration and evaluation; and public agency budget development and administration, and sound financial management policies and procedures. Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division. Record keeping principles and procedures. Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff. Ability to: Assist in the development of goals, objectives, policies, procedures, and work standards for the department. Coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. Conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives. Evaluate and develop improvements in operations, procedures, policies, or methods. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations. Establish and maintain a variety of filing, record keeping, and tracking systems. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Operate and maintain modern office equipment, including computer equipment and specialized software applications programs. Use English effectively to communicate in person, over the telephone, and in writing. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Plan, organize, and carry out assignments from management staff with minimal direction. Plan and conduct effective management, administrative, and operational studies. Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations. Effectively represent the department and the County in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals. Training and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications is; Three years of professional administrative experience for the Management Analyst level. Licenses and Certifications: Depending upon assignment, possession of a valid California Driver's License. Open & Promotional. Anyone may apply . Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination. The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%).] Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
