Scope of Project

The Program Manager will oversee large-scale, multi-project programs involving organizational transformation, digital modernization, process improvement, workforce initiatives, enterprise technology implementations, strategic planning, and consulting engagements across Frederick County departments.

Responsibilities

• Manage multiple related projects and workstreams.
• Establish governance structures and program controls.
• Develop and maintain program roadmaps.
• Monitor budgets, schedules, risks, and dependencies.
• Provide executive reporting and presentations.
• Coordinate stakeholders across departments and agencies.
• Lead steering committee meetings.
• Ensure business objectives and outcomes are achieved.
• Support organizational transformation and modernization initiatives.
• Drive successful delivery of strategic programs and enterprise initiatives.

Required Skills

• Bachelor's Degree.
• 10+ years of Program Management experience.
• Experience managing large enterprise initiatives.
• Strong budgeting and portfolio management skills.
• Executive stakeholder management experience.
• Program governance and portfolio oversight experience.
• PMP Certification preferred.
• Government or public-sector experience preferred.
• ERP, CRM, PMO, or digital transformation experience preferred.
