Summary

In this position you will collaborate as a technical advisor for the Flood Insurance and Mitigation Administration, Resilience. The ideal candidate for this position will have experience working for an insurance or consulting company as a professional actuary performing analytical studies for setting insurance rates and preparing projections and economic analyses of large-scale products or programs. In addition, you will apply mathematics disciplines to conduct studies and data development.

What will I do in this position if hired?

In this position, you will serve as a federal expert working with contractors, insurance companies, and insurance industry advisory groups. You will work with others on policy related matter concerning the actuarial aspect of the National Flood Insurance Program. Typical assignments include:

  • Providing actuarial support based on quantitative analyses to help leadership make decisions on future changes to insurance rates, insurance coverages, and program stability.
  • Studying catastrophic loss funding requirements unique to the National Flood Insurance Program.
  • Communicating mathematical and statistical considerations that underlie research analyses, study findings, and actuarial support including ratemaking for existing and new insurance coverages based on loss experience, actuarial models, and catastrophic models.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.
  1. Specialized Experience: To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Performing quantitative mathematical analyses of data and studies to support the goals of the Natural Flood insurance Program; AND
  • Researching, writing, and defending complex studies to present recommendations to leadership and stakeholders within and outside the agency; AND
  • Refining techniques developing actuarial models to estimate future financial outcomes and insurance coverage needs.

Qualifications: Individual Occupational Requirements

One year of actuarial experience equivalent to the next lower grade level; and

A. A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that

included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

B. Combination of education and experience that includes both of the following requirements:

- Technical work experience in actuarial support work or in mathematics; and

- Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of

mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
