Position Purpose:
The Tribal Transportation & Trust Coordinator is responsible for the administrative and
business activities of the Peoria Tribes Tribal Transportation Program Roads). The work includes various responsibilities involving different and unrelated processes and methods, requiring a wide range of skills. This position requires intensive project and construction management skills, practices and work independently with minimal supervision to ensure timely, accurate and efficient workflow in accordance with various state/federal regulations, administration policies and standards. The work often involves highly confidential matters and the pressure of deadlines.
Due to the nature of the program functions, this position requires close cooperation and coordination with a variety of contacts including but not limited to, Tribal personnel, Tribal officials, federal/state government agencies, general contractors, engineers, testing personnel, professional associations, and the public.
Essential Duties and Responsibilities:
- Perform a wide variety of administrative and project management functions for the Transportation Program (Roads).
- Work with department staff, consultants, and engineers to prioritize and update the Peoria Tribes' Tribal Transportation Improvement Program as needed; at least once every 4 years as required by 25 CFR 170. (TTIP)
- Work with GIS Consultant and Analyst to maintain and update the Road Inventory Field Data System.
- Conduct public meetings when necessary for new projects with new routes.
- Conduct updates to the Long-Range Transportation Plan as needed to include new projects or
routes as required by federal regulations.
- Submit all updated TTIP's, Road’s inventory to the Business Committee for approval by Resolution for final submittal to the Bureau of Indian Affairs. By the federal statutory deadlines.
- Plan, develop and implement transportation construction and maintenance projects, roads, bridges, trails, pedestrian, bicycle facilities, parking lots, storm water systems, and street lighting. Provide the Bureau of Indian Affairs updates on all phases of the projects.
- Administer the process for NEPA compliance on all Transportation projects, construction, and maintenance.
- Assist in the oversight of the construction contract management, including collection and certification of related payroll, conduct the required reviews and interviews, daily contractor reports, and tally all quantities of rock and asphalt tickets and all required federal documentation for project compliance.
- Assist in developing, editing, and advertising all bid and contract documents for construction and maintenance projects per the Peoria Tribes procurement policies and federal regulations.
- Perform all project management activities through the administrative process with on the ground project monitoring of contractor activities.
- Develop Tribal Transportation program budgets, for administration, construction, and maintenance. Help develop project cost estimates and specifications with engineering firm.
- Ensure compliance with all applicable federal Tribal Transportation Program laws and regulations.
- Manage all contracts pertaining to the Transportation Program and when appropriate the Planning Department.
- Oversee the Program's property management. Responsibilities include insuring proper accounting of capital equipment and high value equipment and property and disposal of excess, damaged or otherwise useless equipment and property.
- Perform contract administrative duties including review and certification of contractor invoices, fund accounting, processing of all contract documents and project change orders.
- Create partnerships and collaborate with federal, state, county, city, and other transportation stakeholders to maximize opportunities to implement the Tribes' transportation improvement priorities.
- Perform overall work planning, establish work schedules and priorities, assign and review work for direct report staff. The incumbent will be called upon to accomplish other tasks within the scope of work.
Education and Experience:
- REQUIRED to possess a High School Diploma or Equivalent.
- REQUIRED to have either an Associate's Degree in related field with three (3) years relevant work experience; OR five (5) years relevant experience and/or training in related field.
- REQUIRED to have computer experience; emphasis will be in the use of Microsoft Word, Excel and work in a networked environment.
- REQUIRED to submit to and clear an alcohol/drug screen and random testing as per policy.
Preferred Qualifications:
- Construction and Project management is highly preferred for this position.
- Previous supervisory experience is preferred.
Knowledge, Skills, and Abilities:
- Knowledge and skills sufficient to perform work and accomplish tasks following specific procedures in accordance with established federal regulations, policies, procedures, practices, and priorities of the department.
- Ability to plan and organize work using one's own initiative and to seek information and assistance from other sources as necessary, making decisions based on experience.
- Knowledge of or ability to quickly learn the laws, regulations and reporting requirements related to the Tribal Transportation Program.
- Knowledge of or ability to quickly learn the Peoria Tribes long range transportation plan and priorities. Working knowledge of the TTIP process.
- Knowledge of standard office procedures necessary to provide for the smooth and efficient operation of the program by maintaining project appointment calendars and schedules, setting up meetings and conferences, etc.
- Ability to function effectively under pressure of time and/or demands of several tasks at once by effectively planning, organizing and prioritizing work.
- Must have excellent keyboarding skills and the ability to proofread words and numbers accurately.
- Knowledge of the proper form for letters is required. Must be able to format other documents in accordance with training, experience, and instructions.
- Above average knowledge of grammar, spelling, punctuation, and vocabulary skills. Ability to establish and maintain an effective filing and records management system.
- Knowledge of or ability to quickly learn Tribal operating systems, such as personnel, property, procurement, and records management.
- Ability to communicate orally and in writing. Incumbent must be able to express her/himself in a clear and concise manner for the purposes of correspondence, reports, and instructions, etc. as well as for obtaining information or conveying messages.
- Good public relations and interpersonal relationship skills. Incumbent must have the ability to meet with a variety of individuals in a professional manner, using tact, diplomacy, and mature judgment.
- Ability to maintain strict confidentiality of records and information pertinent to the nature of the work.
Certifications:
- Valid Driver’s License and Insurance.

Work Requirements:
