Professional Civil Engineer

We are seeking a highly experienced Licensed Professional Civil Engineer to serve as the On-Site Project Manager for a large-scale groundwater well drilling and development project. The successful candidate will be the senior technical authority on site, responsible for all civil engineering aspects, contractor oversight, quality control, scheduling, and safety compliance. This is strictly a field-based role. Candidates must be willing to relocate or commute daily to Blythe, CA. No remote work, telework, or hybrid schedules are permitted.

POSITION OVERVIEW

The role serves as the senior technical authority on site, responsible for all civil engineering aspects, contractor oversight, quality control, scheduling, and safety compliance for a large-scale groundwater well drilling and development project. It is strictly a field-based position requiring daily presence at Blythe, CA. Remote work, telework, or hybrid schedules are not allowed. MANDATORY MINIMUM REQUIREMENTS (Non-Negotiable) Education: Bachelor of Science in Civil Engineering (BSCE) from an ABET-accredited institution. Licensure: Active, valid Professional Civil Engineer (P.E.) license in the State of California. Experience: Minimum of 15 (fifteen) years of progressive, post-licensure civil engineering experience, with at least 8 (eight) years specifically managing heavy civil construction, geotechnical drilling, or large-diameter water well installation projects. Location: Must be available to work 100% on-site at the project location in Blythe, CA. No remote work, no work-from-home days, and no off-site project management will be authorized. Citizenship: Must be legally authorized to work in the United States without sponsorship.

CORE RESPONSIBILITIES

Project Execution: Serve as the Owner’s authorized representative on-site, managing all daily construction, drilling, and development activities. Contractor Management: Oversee the drilling subcontractor(s), ensuring compliance with contract plans, specifications, and geotechnical reports. Review and approve daily drilling logs, mud reports, and grouting records. Quality Assurance/Quality Control (QA/QC): Enforce strict QA/QC protocols for casing installation, screen placement, gravel packing, well development, and pump testing in accordance with California Department of Water Resources (DWR) and local county standards. Schedule & Budget: Manage the project CPM schedule, track progress against milestones, forecast resource needs, and approve pay applications and change orders. Geotechnical Interpretation: Analyze subsurface soil and rock conditions in real-time; make immediate engineering decisions regarding drilling fluid adjustments, casing depths, and well abandonment procedures if necessary. Permit Compliance: Ensure all operations comply with Riverside County building permits, State Water Resources Control Board (SWRCB) well standards, and OSHA regulations. Documentation: Maintain comprehensive daily site reports, photographic records, material test reports, and as-built drawings. Safety Leadership: Lead weekly Toolbox Talks, conduct site safety inspections, and enforce the Site‑Specific Safety Plan (SSSP). Hold stop‑work authority.

REQUIRED TECHNICAL SKILLS & KNOWLEDGE

Deep understanding of reverse circulation, air rotary, and mud rotary drilling methods. Expert knowledge of well hydraulics, aquifer testing, specific capacity calculations, and pump selection. Proficiency in reading and interpreting geotechnical boring logs, cross‑sections, and structural foundation details related to pump houses and appurtenant structures. Strong working knowledge of ASTM standards for concrete, steel casing, and grout materials. Advanced proficiency in project management software (e.g., MS Project, Primavera P6) and construction administration platforms (e.g., Procore, Bluebeam). #J-18808-Ljbffr 3D Built
