Agency State Bureau of Investigation Division SBI Director's Office Job Classification Title Agency HR Consultant III (NS) Position Number 60010145 Grade NC18 The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence. Description of Work Primary Purpose of Position: The NC State Bureau of Investigation (SBI) is seeking a customer-service driven and dynamic leader to serve as The Manager of Workforce Programs. This new position on our team is responsible for managing and overseeing a broad range of Human Resources programs that support SBI employees and supervisors throughout the employment lifecycle. The Manager of Workforce Programs directly supervises an Agency HR Consultant I and an Administrative Officer I, providing day-to-day leadership, work assignments, coaching, workload management, professional development, and performance oversight. Key Responsibilities Serve as the agency’s lead employee relations consultant, providing guidance on performance and conduct concerns, disciplinary actions, workplace investigations, grievances, accommodations, workplace conflict, and other complex personnel matters. Administer the agency’s performance management program, including employee work plans, annual performance evaluations, performance improvement, coaching, documentation, and compliance with applicable requirements. Manage and oversee workforce programs, including benefits, leave, workers’ compensation, retirement, time administration, temporary employment, learning management, and sworn employee compliance programs. Coordinate staff and leadership development initiatives, including identifying training needs and developing and delivering HR and supervisory development programs. Supervise and develop assigned HR staff, including establishing priorities, assigning and reviewing work, providing coaching and guidance, and monitoring employee performance. Collaborate with agency leadership, managers, and supervisors to address workforce needs, improve HR processes and services, promote consistent application of policies, and support effective workforce management. Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position. IMPORTANT NOTE: This posting closes at 11:59:59 PM the night BEFORE the End Date listed. The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management also prefers: Demonstrated experience providing consultation and guidance on complex employee relations matters, including performance management, disciplinary actions, workplace investigations, conflict resolution, grievances, and interpretation of HR policies. Strong knowledge of federal and North Carolina employment laws and Office of State Human Resources (OSHR) policies, with demonstrated ability to interpret and consistently apply laws, policies, and procedures to complex personnel matters. Demonstrated experience supervising, coaching, or leading professional and/or administrative staff, including assigning and prioritizing work, monitoring performance, and supporting employee development. Demonstrated experience developing and delivering training, guidance, or resources for managers and employees, particularly in areas such as employee relations, performance management, leadership development, or Human Resources policies. Demonstrated experience managing or administering multiple Human Resources programs, with the ability to balance competing priorities, evaluate program effectiveness, and implement process improvements. Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution AND 4 years of experience required; OR high school or General Educational Development (GED) diploma AND 6 years of progressive experience in Human Resources; OR equivalent combination or education and experience. The Human Resources Division (HR) provides strategic human resources leadership and comprehensive personnel services that enable the North Carolina State Bureau of Investigation (SBI) to recruit, develop, support, and retain a highly qualified workforce. HR ensures compliance with federal and state employment laws, Office of State Human Resources (OSHR) policies, and agency directives while delivering effective human resources programs and services that promote operational excellence, workforce readiness, employee engagement, and organizational effectiveness.
