Management and Program Analyst

Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  1. Provides advice and feedback to the Director or other supervisor/manager on critical, sensitive, or confidential matters. Consults with senior management within the organization, and with staff analysts at higher levels within the agency on critical organizational, management, and/or labor management issues affecting operating programs. Exercises authority to represent and make commitments involving program operations and the administrative management of the organization on behalf of the Director or other supervisor/manager. Attends interagency meetings and conferences with external stakeholders and exercises authority to represent and make commitments for the Director or other supervisor/manager on a variety of management issues. Manages taskers, governance actions, audits, and policy reviews, ensuring timely and accurate responses across stakeholders. Supports budget formulation and execution activities, including financial tracking, spend plans, budget requests, and acquisition package documentation. Provides executive-level support to leadership, including scheduling, coordinating correspondence, preparing briefing materials, and overseeing workflow organization.
  2. Plans, organizes, and/or leads all phases of multi-functional efforts to evaluate plans and proposals of projects involving broad areas of work processes, operational practices, and integration between various functional areas. Provides technical expertise in the analysis and evaluation of projects, implementation support, assessment of program and management goals and objectives, and the development of new or revised policies.
  3. Assesses the impact of new or revised program requirements and forecasts developments that may affect assigned areas. Identifies and analyzes key risks and issues, the timing and sequence of program events and milestones, and assesses resource utilization and management controls. Develops innovative and practical solutions, documents findings, prepares presentations, and provides recommendations to improve organizational effectiveness. Coordinates program planning, tracks milestones, measures performance, and produces reports to ensure alignment with organizational goals.
