Summary of Position Functions

The Preconstruction Project Manager is responsible for managing projects from turnover by Development at approximately 30% design through construction-ready design and turnover to Operations.

This role leads the preconstruction process, coordinating due diligence, external engineering, permitting, design reviews, procurement considerations, and project stakeholders to ensure projects are properly prepared for construction. The position serves as the primary link between Development and Operations, helping maintain project scope, budget, schedule, constructability, safety, and client commitments.

Essential Position Functions

Project Turnover & Preconstruction Planning

• Takes ownership of projects following turnover from Development at the 30% design stage.
• Reviews the 30% design package, project scope, pricing assumptions, client requirements, schedule, site information, and Development documentation.
• Confirms the basis of design and identifies missing information, unresolved decisions, or outstanding due diligence required to advance the project.
• Establishes the preconstruction plan and schedule from 30% turnover through construction-ready design and turnover to Operations.
• Identifies critical-path activities that could delay engineering, permitting, procurement, or construction readiness.
• Clearly assigns ownership and required completion dates for outstanding items.
• Communicates project readiness, risks, and outstanding requirements to Development, Sales, Engineering, and Operations.

Due Diligence & Engineering Readiness

• Reviews due diligence completed during Development and determines what additional information, if any, is required for detailed engineering.
• Coordinates completion of required site investigations, surveys, studies, reports, and supporting documentation.
• Coordinates with Development and Sales when client authorization, site access, information, or decisions are required.
• Ensures external engineers receive complete and accurate information necessary to begin their work.
• Tracks outstanding due diligence items through completion and communicates potential schedule impacts.
• Verifies that required due diligence information has been incorporated into the external engineering design.
• Depending on the project, due diligence may include:

• Topographic and boundary surveys
• Utility locating and existing-conditions verification
• Geotechnical investigations and reports
• Civil/site surveys
• Drainage and grading information
• Environmental investigations or studies
• Existing electrical infrastructure information
• Utility service and interconnection information
• Existing structural information
• Site access and constructability evaluations
• Title, easement, and property information
• AHJ and permitting requirements
• Fire department requirements
• Utility requirements
• Client-specific design standards
• Equipment information and manufacturer requirements
• Other project-specific investigations required to complete engineering
• The Preconstruction Project Manager is not necessarily responsible for personally performing these studies but is accountable for identifying what is required, coordinating the appropriate parties, tracking completion, and ensuring the information is available when needed by the engineering team.

Preconstruction Meetings & Project Management

• Leads recurring preconstruction meetings with Development, Sales, external Engineering, Operations, and other project stakeholders.
• Establishes meeting agendas based on current project priorities and upcoming milestones.
• Maintains action-item logs with clearly identified owners and due dates.
• Drives action items and project decisions to completion.
• Develops and maintains the overall preconstruction schedule, including due diligence, engineering, design reviews, permitting, and turnover milestones.
• Identifies and escalates issues that could affect project cost, schedule, constructability, permitting, or client commitments.
• Coordinates multiple projects simultaneously while maintaining established schedules.
• Maintains project decision logs and documentation of significant assumptions, approvals, scope changes, and outstanding issues.
• Monitors preconstruction activities against established project budgets and identifies potential cost impacts for review with appropriate stakeholders.

Development, Sales & Client Coordination

• Coordinates closely with Development to understand the basis of design established during the 30% design phase.
• Works with Development to resolve gaps or outstanding items identified during turnover.
• Communicates proposed design or scope changes that could affect project cost, schedule, performance, or client expectations.
• Coordinates with Development and Sales when engineering changes require evaluation of project pricing.
• Participates in client preconstruction and design meetings as appropriate.
• Coordinates client information, approvals, site access, and decisions required to maintain the preconstruction schedule.
• Ensures significant changes from the approved basis of design are appropriately evaluated, documented, communicated, and approved by the appropriate stakeholders.

External Engineering/Architect Management

• Determines when sufficient due diligence has been completed to release the project, or individual engineering disciplines, into external engineering.
• Serves as the primary point of contact for external engineering firms.
• Provides external engineers with the internal 30% design, completed due diligence, design criteria, project requirements, schedules, and required deliverables.
• Monitors external engineering progress and holds consultants accountable for schedule and deliverable requirements.
• Coordinates responses to engineering questions and Requests for Information (RFIs).
• Facilitates internal design reviews at established engineering milestones.
• Coordinates review comments and ensures they are incorporated into subsequent drawing packages.
• Tracks engineering scope changes and additional-service requests.
• Monitors consultant performance, including quality, responsiveness, coordination, and schedule adherence.

Design, Constructability & Safety Coordination

• Facilitates design reviews with Development, Engineering, and Operations.
• Ensures detailed engineering maintains the design intent established during Development.
• Engages Operations during preconstruction to incorporate field experience and constructability considerations.
• Identifies opportunities to reduce construction cost, simplify installation, improve schedule, and reduce project risk.
• Coordinates resolution of conflicts between engineering disciplines.
• Verifies major equipment, equipment locations, electrical routing, structural requirements, site access, clearances, and installation requirements are properly incorporated.
• Ensures significant changes from the 30% design are identified, documented, and communicated.
• Engages Safety, as appropriate, during design and constructability reviews to identify project-specific safety considerations.
• Identifies design conditions that could create construction, installation, access, maintenance, or operational safety concerns and coordinates resolution with the appropriate stakeholders.

Permitting & Agency Coordination

• Manages advancement of the project to a permit-ready design package.
• Identifies permitting requirements and required engineering deliverables.
• Coordinates with architects, external engineers, permitting consultants, AHJs, utilities, fire departments, and other agencies as required.
• Ensures required drawings, calculations, studies, specifications, reports, and supporting documents are completed.
• Coordinates permit submissions as required.
• Tracks permit reviews, comments, resubmissions, and approvals.
• Coordinates responses to plan-review comments with the appropriate engineering disciplines.
• Maintains visibility of permitting status and communicates potential impacts to the project schedule.

Cost, Procurement & Change Management

• Monitors preconstruction and external engineering costs against established project budgets.
• Reviews consultant scope changes and additional-service requests for potential cost and schedule impacts.
• Identifies design decisions and changes that may affect project pricing, construction cost, schedule, performance, or client commitments.
• Coordinates with Development, Sales, Engineering, Procurement, and Operations to evaluate significant cost, scope, and schedule impacts.
• Identifies major and long-lead equipment that may affect engineering, procurement, or construction schedules.
• Coordinates equipment information, manufacturer requirements, submittals, and procurement constraints with appropriate project stakeholders.
• Ensures engineering incorporates approved equipment selections and associated installation requirements.
• Ensures material changes from the approved basis of design are documented and evaluated for scope, cost, schedule, performance, constructability, and client impact.
• Coordinates appropriate review and approval of significant changes before implementation.

Project Documentation & Document Control

• Maintains organized and current preconstruction project documentation throughout the project lifecycle.
• Ensures current drawings, specifications, engineering deliverables, due diligence reports, permits, approvals, equipment information, and other key project documents are maintained and accessible to appropriate project stakeholders.
• Maintains documentation of significant project decisions, design changes, assumptions, approvals, and outstanding items.
• Coordinates document distribution to help ensure project stakeholders are working from current and approved information.
• Ensures documentation required for turnover to Operations is complete and organized.

Operations Coordination & Turnover

• Engages Operations throughout the preconstruction process rather than waiting until engineering is complete.
• Coordinates constructability reviews at appropriate design milestones.
• Ensures projects have reached the required level of design completion before formal turnover.
• Leads the Preconstruction-to-Operations turnover meeting.
• Provides Operations with construction documents, specifications, calculations, equipment information, permit status, due diligence documentation, and relevant project information.
• Clearly identifies remaining risks, assumptions, open items, permitting conditions, procurement constraints, and outstanding responsibilities.
• Supports Operations during the transition into construction and assist with engineering-related questions when necessary.
• Captures lessons learned from Operations and incorporate them into future Development and Preconstruction processes.

Measures of Success

Success in this role will be measured by the ability to consistently advance projects from approximately 30% design through construction-ready design and turnover to Operations while maintaining alignment with project scope, budget, schedule, constructability, safety, and client commitments.

Key measures may include:

• Achievement of established engineering and preconstruction milestones
• Timely completion of required due diligence
• Quality and completeness of design packages at turnover
• Timeliness of permitting submissions and resolution of agency comments
• Identification and resolution of design, constructability, and project risks before construction
• Management of external engineering schedules, quality, and costs
• Effective management of design changes and associated cost and schedule impacts
• Identification and management of long-lead equipment and procurement constraints
• Minimization of avoidable design changes, RFIs, and rework during construction
• Effectiveness and completeness of project turnover to Operations

Education and Qualifications

• Bachelor's degree in Construction Management, Engineering, Architecture, Business, or a related field preferred; equivalent relevant experience may be considered.
• Commercial solar experience required.
• Five or more years of experience in preconstruction, project management, engineering coordination, construction management, or a related field required.
• Experience managing projects through design development, detailed engineering, permitting, and construction turnover required.
• Experience coordinating architects, engineering consultants, contractors, utilities, permitting authorities, and other external stakeholders required.
• Experience in energy services, design-build construction, renewable energy, mechanical/electrical systems, infrastructure, or a related industry required.
• Demonstrated ability to manage multiple projects, schedules, priorities, and stakeholders simultaneously.

Knowledge, Skills, and Abilities

• Knowledge of Veregy’s services and processes is required which can be obtained through intellect, technical inclination, and dedication to gain such knowledge.
• Knowledge (Intermediate to advanced) of various operating systems, software products (e.g. MS Office, etc.), is required.
• Computer software proficiency including Microsoft Project, Viewpoint, RS Means, Trimble Estimating and / or other job-related hardware and software applications that may be required.
• Working knowledge of design development, engineering, permitting, procurement, and construction processes.
• Ability to review design documents and identify gaps, risks, dependencies, and constructability concerns.
