Service Program Manager – Financial Planner Location: Onsite, Sacramento Duration: 2‑year long‑term contract Schedule: Full‑time (40 hours/week) Overview We are seeking a Service Program Manager to support a large‑scale cloud‑based contact center program. This role will act as the financial control point for the program, overseeing cloud cost governance, financial planning, billing operations, and reporting. The ideal candidate brings a strong background in AWS cost management, program finance, and billing operations within complex enterprise environments. Key Responsibilities Cloud Cost Management & Governance Monitor AWS usage and costs using tools such as Cost Explorer and Cost & Usage Reports Establish and manage cost allocation/tagging strategies Track and analyze cost trends across services, projects, and workstreams Identify cost anomalies and coordinate remediation Manage AWS Budgets and alerts to proactively control overspend Evaluate cost optimization strategies (e.g., Savings Plans, Reserved Instances) Financial Planning & Forecasting Develop and maintain rolling cost forecasts (3‑month and 12‑month) Model financial impact of program changes and new initiatives Perform monthly variance analysis (actuals vs. forecast) with insights Provide cost guardrails to support technical and program decision‑making Billing & Invoice Management Own the end‑to‑end invoice process (prep, validation, submission, tracking) Ensure alignment with SOWs, time tracking and AWS consumption data Maintain invoice tracking and aging reports Coordinate approvals and follow up on outstanding payments SOW & Financial Oversight Review quotes and SOWs for financial accuracy Track budget consumption vs. actuals Maintain a centralized tracker for contract values and spend Partner with program leadership to manage financial performance Reporting & Stakeholder Communication Deliver monthly financial reports covering cost, forecast, billing status, and budget health Produce quarterly earned value analysis (EVA) reporting Support executive‑level reporting and financial presentations Translate financial data into actionable insights for non‑financial stakeholders Governance, Compliance & Risk Ensure compliance with contract terms and financial governance standards Identify financial risks (e.g., cost overruns, scope creep) and elevate as needed Maintain audit‑ready documentation for all financial activities Support audit requests and financial reviews Required Qualifications 7+ years of experience in financial management, program finance, or cost governance 3+ years managing AWS cloud costs and financial tools Strong experience with: AWS Cost Explorer, Budgets, Cost & Usage Reports Financial modeling and analysis (Excel) ERP/billing systems (SAP, Oracle, NetSuite, or similar) Experience managing financials for T&M and fixed‑price engagements Knowledge of earned value management and variance analysis Excellent communication skills with ability to simplify complex data Preferred Qualifications AWS Certified Cloud Practitioner (or higher) FinOps / Cloud Financial Management certification PMP or equivalent program/project management certification Background in large‑scale enterprise or regulated environments Key Deliverables Monthly financial reports AWS cost dashboards and analysis Invoice and billing tracking reports Forecast models and variance analyses Audit‑ready financial documentation Benefits Everforth Apex offers a comprehensive benefits package, including medical, dental, vision, life, disability, and other insurance plans; an employee stock purchase program; a 401(k) with company match; health savings accounts; and professional development resources.
