Field Construction/Maintenance Technician 3 - Construction

The Utility Operations and Services department is seeking a Field Construction/Maintenance Technician 3 - Construction in the System Repair program. This position constructs, repairs, and/or inspects sanitary sewer and storm sewer conveyance infrastructure and associated system components including pipelines, manholes, catch basins, outfalls, culverts, water quality facilities, flow monitors, and rain gauges. Provides technical and procedural decisions within assigned Field Operations program, and coordinates and assigns work involved in daily operations. Serves as the program liaison to provide guidance, communication and maintain consistency across all of Field Operations at Clean Water Services (CWS).

Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

• Works directly with the Field Construction Supervisor to coordinate goals, objectives, and maintain program performance. Enhances efficiencies of the program's work flow processes in order to optimize cost centers such as labor, materials, and fleet.
• Constructs, repairs, and rehabilitates sanitary and storm sewer pipelines, manholes, and catch basins, using traditional and trenchless construction techniques; reads and works from maps and construction plans; performs pipe laying and repairs involving excavations.
• Communicates regularly with field staff throughout the shift and provides input on processes. Provides operational feedback to the Field Operations Supervisor from staff with concerns and suggestions.
• Provides training for staff on all CWS and Departmental safety policies and procedures. Ensures the policies and procedures are being followed at all times.
• Plans and coordinates the work activities within assigned program; schedules and reviews work assignments, and provides guidance on technical and procedural decisions.
• Maintains safety files, SDS sheets and related records; and documents daily work.
• Confers with property owners and the public regarding work in progress; addresses concerns promptly and professionally.
• Drives Clean Water Services vehicles for work related purposes.

Qualifications

KNOWLEDGE OF:

• Materials, methods, and equipment used in public works field such as sanitary sewer, storm water, water line, street maintenance and repair
• Traffic control and flagging
• Construction related safety procedures
• Basic principles and methods of storm/sanitary conveyance and collection system layout, construction, maintenance, and repair
• Creek restoration and bank stabilization principles and methods
• Repair, maintenance, and operation of mechanical and electronic equipment
• Hazardous material handling practices and procedures
• Safety program, procedures, and practices
• Record keeping principles and practices

In addition to the knowledge listed above, some positions may require the following knowledge:

• Basic civil engineering principles, practices, and standards
• GIS and mapping
• Basic land surveying techniques
• Electronics and electricity driven equipment

SKILL IN:

• Use of hand tools and small gas-powered tools
• Basic use of computer applications
• Operating a variety of heavy mobile equipment including excavation equipment, front end loaders, and dump trucks
• Constructing and repairing pipelines, manholes, vaults, and culverts using standard construction equipment
• Trenchless technology repair and installation
• Conducting air, testing to verify pipeline condition
• Asphalt repair
• Concrete pouring and finishing
• Use of computers and computer software for word processing, recording data, and office applications
• Keeping accurate reports and records
• Assigning work to, training, and evaluating team members
• Problem solving, planning, scheduling and decision making

• Reading and interpreting topographic, location, and property record maps
• Reading and interpreting complex utility layouts, design, and construction drawings, illustrations, graphics, and other materials drawn from field investigations

• Operating and maintaining computerized or electronic equipment

ABILITY TO:

• Safely operate construction equipment such as excavation equipment (loaders, excavators, and backhoes), dump trucks, and trailers

• Read and interpret construction plans and maps
• Establish and maintain effective working relationships with those contacted in the course of work including co-workers, other CWS employees, and the public

EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required KSAs would be: 5 years experience in public works, utilities, construction, wastewater or related field (3 years of which must be with CWS Field Ops experience.) Minimum of 6 months experience in a leadership role; Coursework or training in construction technology, maintenance, wastewater technology, safety or related fields.

CERTIFICATION AND LICENSURE REQUIREMENTS: Candidates must possess a valid state issued Class A Commercial Driver's license with a tanker endorsement at the time of hire. DEQ Wastewater Collection Systems Operator Certification level II required within 12 months of hire. Candidates selected must possess the ability to obtain traffic control and flagging certification within 6 months of hire. In addition to the certification and licensure requirements listed above, some positions may require the following certification and licensure requirements upon hire: Competent Person certification Confined Space certification
