THE OPPORTUNITYGary Public Transportation Corporation (GPTC) seeks a General Manager / Chief Executive Officer to lead the agency with Board-facing judgment, operational discipline, public-sector credibility, and a clear commitment to safe, reliable, accessible, and customer-centered transit service for Gary and the Northwest Indiana region.This is an enterprise leadership opportunity for an executive who can strengthen service performance, stabilize organizational systems, protect public funds, guide labor and workforce strategy, and build public confidence in a visible transportation agency.POSITION OVERVIEWReports to: Board of DirectorsStatus: Full-time, exemptLocation: Gary, IndianaSalary range: $130,000–$150,000, commensurate with experienceApplication period: Applications reviewed on a rolling basis beginning July 9, 2026; open until filledBenefits: INPRS/PERF pension; comprehensive medical, dental, and vision coverage; paid leave; and company-issued vehicleKEY RESPONSIBILITIES* Serve as chief executive and principal advisor to the Board, translating Board-approved priorities into actionable agency plans.* Lead, supervise, evaluate, and hold accountable executive and senior management staff through clear goals and measurable results.* Ensure safe, reliable, efficient, accessible, and customer-centered transit service consistent with applicable law, funding requirements, Board direction, and community needs.* Direct short- and long-range planning for service, capital investment, fleet, facilities, technology modernization, and regional mobility priorities.* Oversee operating and capital budgets, internal controls, audit readiness, procurement controls, grant stewardship, and fiscal decisions involving public funds.* Lead labor relations strategy, workforce planning, employee relations, succession planning, organizational development, emergency preparedness, and crisis response.* Represent GPTC before elected officials, governmental agencies, regional planning bodies, funding partners, riders, labor representatives, media, and the public.MINIMUM QUALIFICATIONS* Bachelor’s degree in Public Administration, Business Administration, Transportation Planning, Urban Planning, Public Policy, Finance, Management, or a related field.* At least ten years of progressively responsible senior management experience, including substantial responsibility for operations, administration, finance, public accountability, or organizational leadership.* At least five years of executive-level leadership experience in public transportation, public-sector administration, municipal or regional government, public utilities, transportation operations, or a comparable regulated environment.* Demonstrated experience working with or reporting to a governing board, public authority, elected body, or comparable governance structure.PREFERRED QUALIFICATIONS* Master’s degree in a related field.* Senior leadership experience in public transit, public utilities, transportation, government, or another regulated public-service environment.* Experience with FTA-funded programs, public procurement, grants compliance, capital programs, or transportation-related regulatory requirements.* Experience in a unionized environment, including collective bargaining or labor-management relations.* Experience leading organizational improvement, service redesign, fiscal stabilization, operational turnaround, or public-trust restoration.HOW TO APPLYSubmit a resume or curriculum vitae and a letter of interest to ***email_hidden*** will be reviewed on a rolling basis and accepted until the position is filled.Gary Public Transportation Corporation is an equal opportunity employer committed to fair hiring, advancement, and treatment without regard to any status protected by federal, state, or local law.
