The Property Specialist is responsible for preparing materials necessary for the acquisition, sale or lease for real property and providing relocation assistance and payments, using state law, city policies and federal guidelines. Duties include supervising direct negotiations, managing City-owned property, preparing written reports, requests for Council Action on acquisition, locating available standard living accommodations and suitable business facilities that are within the ability to pay of the prospective tenant or owner and matching displaced persons' needs with resources from various outside agencies and organizations. Work also includes calculation of replacement housing payments for residential owners, tenants, moving re-establishments and in lieu of payments for businesses. Work is performed under the general supervision of a Project Manager, Real Estate Program Manager and Deputy Finance Director. Essential Functions: * Creates and updates a complete, accurate file on each parcel of land. * Examines appraisals, construction plans, and right-of-way maps and compares these with existing physical conditions. * Prepares and submits documents necessary for payment of City purchased real property and improvements. * Initiates escrow accounts for improvements and land purchased or sold by the City and works closely with escrow agents and others until account is closed. * Interacts and coordinates work with developers, appraisers, consultants, engineers and attorneys. * Prepares and supervises the compilation of reports for management, executive level review and/or City Council Action. * Negotiates to acquire real property for the City by purchase, donation, and condemnation (eminent domain). * Secures rights of entry, purchase agreements, deeds, easements, releases, and consents for whole and partial parcel acquisitions. * Provides business owners, property owners, and residents with relocation assistance and payments. * Locates suitable and available housing or business facilities that meet the financial constraints of the displacees. * Calculates replacement housing payments and moving re-establishment costs for residential owners and tenants and in lieu of payments for businesses. * Investigates the displacees' family composition, economic situation, housing needs, etc., to assist in preparing to relocate. * Maintains regular and reliable attendance. * Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity. * Directs and assists in the completion of forms and documents necessary to obtain relocation assistance; Meets with property owners, business owners, and project housing area residents regarding their relocation. * Directs the relocation of residents and businesses utilizing property acquisition and project management schedules. * Establishes and updates detailed records of each relocation. * Performs physical inventories at displacees' units. * Estimates labor or material costs for negotiated moves. * Provides counseling to families and/or refers them to social service agencies. * Works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required. IDEAL CANDIDATE * Ability to perform acquisition and relocation duties in accordance with state, city and federal guidelines, and the Uniform Relocation Assistance and Property Acquisitions Act of 1970. * Familiarity with public infrastructure construction plans and right-of-way maps. * Understanding of right-of-way acquisition and related government contracts. * An ability to understand and interpret title reports. * Skill in report writing and research methods. * Understanding of government acquisition, relocation, and lease contracts. * Familiarity of appraisals and market rents. * Working knowledge and understanding of the Uniform Act. SALARY Pay Range: $72,966.40 to $102,668.80 annually. Hiring Range: $72,966.40 to $84,468.80 annually. Pay Range Explanation: * Pay range is the entire compensation range for the position classification. * Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Internal Only: Please understand that this is pay grade 057. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance. * Promotions occur when the last two digits of the pay grade increase. * Demotions occur when the last two digits of the pay grade decrease. * Lateral transfers occur when there is no change to the last two digits of the pay grade. * When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus: * Experience working with infrastructure design plans. * Experience using desktop computer and associated real estate data sources such as the Multiple Listing Service, Costar, and public records websites. * Experience with Excel Spreadsheets including creating formulas and charts. * Experience in acquisition of real property for public projects under the threat of eminent domain. * Experience in relocation under the Uniform Act. * Experience with vendor contract assignment, management, and invoicing. * Experience with property inspection and maintenance through vendor contracts.
