BUSINESS OPERATIONS MANAGER

Summary This position is located in Defense Information Systems Agency, WHITE HOUSE MILITARY OFFICE (DW9HSSS), in Washington DC. Duties Leads strategic workforce planning for a mixed team of civilian, military, and contractor personnel, including managing on-boarding, training, and optimizing staffing models within a secure, matrixed organization. Directly manages and deconflicts the executive's calendar to optimize leadership's time and priorities. Establishes and manages reporting frameworks, dashboards, and business intelligence platforms, which involves using advanced analytical methods to synthesize performance metrics, provide key operational insights, and drive executive decision‑making. Conducts independent audits of administrative and operational workflows to identify gaps, streamline business processes, and ensure full compliance with White House Military Office (WHMO), Executive Office of the President (EOP) initiatives. Directs the life cycle of complex programs, from translating highly technical IT requirements into actionable business strategies, to overseeing project schedules, milestones, and deliverables in alignment with presidential IT initiatives. Formulates, executes, and monitors multi‑million‑dollar budgets and spending plans for IT portfolios, including ensuring strict compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS). Requirements Conditions of employment Must be a U.S. Citizen. This is a National Security Position. Incumbent shall obtain and maintain a current Top Secret (TS) security clearance based upon a T5 Background Investigation and be eligible for access to TS/Sensitive Compartmented Information (SCI). Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum). Prior to selection, the applicant must be pre‑screened for PSD suitability. The applicant must obtain and maintain PSD approval to remain eligible to hold the position. This is a drug testing position. This is a Mission Essential position. This position may require travel away from their normal duty station to other locations within the continental United States up to 25% of the time. Qualifications Time in Grade For entry at the GS-12 grade level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. For entry at the GS-13 grade level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
