Budget Analyst

Summary About the Position: Serves as Budget Analyst in the Mobile District Civil Works Programs and Project Management Branch. Responsibilities Analyze and evaluate Civil Works funded projects. Coordinate with Civil Works program and project managers to ensure work items and resource plans are prepped and processed. Exercises a working knowledge of the laws and regulations for Civil revolving, local or other government agency/customer funding sources. Identify source and financial appropriations and maintain fiscal control over Civil Works Program. Maintain fiscal control over a revolving funds reimbursable program. Recommend and coordinate transfer of funds between District functional elements. Develop budgetary presentations and/or reports of resulting findings of the program. Assist in the preparation and periodic updating of budget reports by gathering, analyzing, and consolidating budgetary data. Participate with managers in the development of execution plans to maximize achievement of performance goals. Perform review of all supporting costs, obligation, and expenditure data. Conduct reviews of efforts funded through Economy Act agreements. Monitor the use and rate of expenditure of funds through coordination with program officials and their staff, review of written documents, and examination of accounting records. Minimum Qualifications for the GS-560-11 Specialized Experience: One year of specialized experience which includes:1) Expert in using automated Financial Management Systems (example: Corps of Engineers Financial Management System (CEFMS)); 2) Routinely provide program and budgeting guidance and procedures to ensure accurate funding for civil projects; 3) Recommend funding approval to include monitoring expenditure of funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
