Job Description Responsible for performing a variety of unskilled and semi-skilled manual labor tasks and other duties as required within the Streets Division of the Public Works Department. An employee in this class performs routine manual labor in the construction, maintenance, repair and upkeep of streets, sidewalks, stormwater systems, curbs, and gutters. Work is performed under the general supervision of the Street Department Supervisor and is evaluated by visual inspection of work, periodic meetings, compliance with safety procedures, and overall quantity and quality of work performed.

WORK ENVIRONMENT Work is primarily performed in outside environmental conditions including extreme heat and cold with snow and ice. Employees are subject to noise which may cause the employee to shout to be heard above the ambient noise level. Employees are subject to vibration, such as exposure to oscillating movements of the extremities or whole body and are also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, etc. Employees are subject to atmospheric conditions due to exposure to fumes, odors, dust, and oils. May work in close quarters, crawl spaces, shafts, manholes, small areas of water lines, and other areas which could cause claustrophobia. Hendersonville consisting of six square miles and multiple historic districts, is listed on the National Register of Historic Places and sits between the Great Smoky and Blue Ridge Mountains, 22 miles south of Asheville, NC. About the Team The responsibilities of the Public Works department include c oordinating street maintenance, maintaining traffic signals and lights, garbage and trash collection, maintaining public buildings, grounds and cemetery, recycling program, snow and ice removal, leaf collection, removal of dead animals within the street right of way, beautification of downtown Hendersonville and Seventh Avenue Historical District and the City Garage.
ESSENTIAL JOB FUNCTIONS
- Assists with the demolition and replacement of concrete and asphalt, as needed, throughout the city.
- Shovels, digs, cuts, compacts and rolls asphalt in the repair and maintenance of city streets.
- Constructs forms and pours concrete to build and repair sidewalks and curbs.
- Helps transport equipment to job site; set up ensuring traffic control and safety.
- Cleans job site by blowing off excess asphalt, shoveling excess concrete, etc.
- Removes fallen trees from streets and bridges.
- Put out barricades for activities and flooding.
- Perform other work as may be assigned in other City divisions and departments.
- Works outside normal work hours in an emergency or on-call basis.
- Assists with removal of snow and ice from city streets, sidewalks, parking lots, etc.
- Performs other related job duties as assigned.

- Possession of a valid Driver's License
- NCDOT Flager and Work Zone Certification (within one year of hire date)

- Competent Person Training (within one year of hire date)
- NCLTAP Road Scholar Certificate (within one year of hire date)
- APWA Winter Maintenance Operators Certificate (within one year of hire date)
- OSHA 10 HR Certificate (within one year of hire date)
Special Qualifications: Requirements exist at the time of hire and as a condition of continued employment:
- Possession of a valid NC Class B Commercial Driver's License, Class A is preferred.
- NCDOT Flagger and Work Zone Certification.
- NCLTAP Road Scholar Certificate
- APWA Winter Maintenance Operators Certificate
- 10 Hour OSHA Certificate
- Construction Equipment Operator Training (Departments Equipment - within one year of hire date)
- Forklift Operation Training (within one year of hire date)
- Confined Space Certification (within one year of hire date)
- Competent Person Certification (within one year of hire date)
- Knowledge and skills to use the tools, materials and equipment used in the maintenance of roadways, sidewalks, & stormwater systems.
- Knowledge of a variety of maintenance, manual methods and tasks involved in the installation, maintenance, repair, & replacement of asphalt, concrete, & stormwater infrastructure.
- Knowledge of the safe use, operation, and preventive maintenance of common automotive and mechanical equipment.
- General knowledge of the city roadways.
- Ability to complete simple reports on paper and computer.
- Knowledge of hazards and applicable safety precautions associated with assigned area of work.
- Skills in the use of equipment to which assigned.
- Ability to operate light and medium equipment.
- Ability to perform manual labor for extended periods.
- Ability to follow instructions; ability to establish and maintain effective working relationships between supervisors and coworkers and the public.
