Duties

Help

• You will perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year estimates into a consolidated budget request.
• You will serve an advisor on the evaluation of the effectiveness and efficiency of Naval Construction Force programs and operations including fiscal management.
• You will justify and negotiate financial resources with major claimants, inter/intra agencies and upper echelon financial managers for resources and policy changes.
• You will prepare and edit narrative justification for projected funding needs and assure requests are formally and accurately documented in a wide variety of unrelated forms, schedules and reports.
• You will conduct research, identify and analyze trends in the use of funds, and evaluate the effects of continuing changes in program plans and funding.
• You will process funding request forms and funding documents for subordinate units ensuring they are in compliance with execution guidelines.

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience planning, organizing, supervising and directing the work of financial staff; both military and civilian.
• Experience assigning work to subordinates based on employees capabilities, priorities and difficulty.
• Experience developing performance standards and evaluating employee performance while providing technical and administrative oversight, advice and instruction.
• Experience carrying out budgetary and financial management responsibilities.
• Experience applying comprehensive, detailed knowledge and understanding of policies, precedents, goals, objectives, regulations, and guidelines of financial regulations.
• Experience applying intensive knowledge of administrative and financial management systems, identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding formulation of budget estimates for programs in which funding requirements have changed significantly.
• Experience defending the formulation of budget and estimates to support plans, programs, and activities ensuring mission accomplishment, including presenting and defending budget estimates before authorities.
