The primary purpose of this position is to manage centralized equipment management processes throughout the AF enterprise. Responsibilities include support for all AF weapon systems and ground support equipment assets for global logistics/supply accounts.

Duties

Help

• Plans, develops, and conducts analyses of supply processes and resultant data to determine the health of all fleet weapon systems, simplify supply processes and maximize resource utilization.
• Prepares recurring and special reports.
• Conducts extensive searches for information pertaining to complex and/or unusual supply transactions and patterns.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in inventory and supply management techniques and programs; Conducting extensive research related to supply activities and patterns; Thoroughly analyzing logistics data to resolve issues and prepare reports to present data.

OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Note: You must provide a copy of the school transcript.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Less than 1 year of specialized experience and graduate level education. Only graduate level education in excess of 2 full years (18 semester hours is considered 1 full year of graduate level education) may be used when combining education and specialized experience. Note: You must provide a copy of your transcripts

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of supply management systems, principles, concepts, policies and regulations.
2. Knowledge of supply functions, operations, program requirements, and work methods.
3. Knowledge of logistics management principles, concepts, policies and regulations.
4. Knowledge of data entry and processing of supply transactions in an automated supply system.
5. Knowledge and skills to prepare and present effective oral and written presentations, and to deal effectively with all levels of personnel.
6. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs.
7. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems.
8. Ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements.
9. Ability to receive, screen, review, and verify supply documents and resolve discrepancies.
10. Ability to identify problems and develop innovative solutions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
