RISK MANAGER

Risk Manager plans, develops, implements, and administers a comprehensive countywide risk management program. Responsible for protecting the County’s assets, minimizing financial losses, and ensuring employee and public safety through proactive identification, assessment, and mitigation of risk under the general supervision of the Human Resources Director. ESSENTIAL TASKS The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary. Develops, implements, and administers a comprehensive county risk management program covering property, casualty, general liability, automobile liability, workers’ compensation, and other applicable lines of coverage. Conducts regular risk assessments, hazard identification surveys, and loss exposure evaluations of county properties, facilities, vehicles, and operations to identify and mitigate potential liabilities. Establishes and maintains risk management policies, procedures, and internal controls to minimize loss and ensure regulatory compliance Serves as the primary contact with insurance, managing the County’s coverage selections Prepares and submits annual insurance renewal data, including vehicle schedules, property values, and loss history, in coordination with all county departments. Manages the full cycle of claims processing for property liability, workers’ compensation, and automobile incidents, from intake through resolution or litigation Investigates accidents, incidents, and claims; coordinates with county departments, law enforcement, legal counsel, and insurance carriers to gather facts and documentation Monitors open claims and coordinates with TPA and legal counsel to ensure timely and appropriate claims handling and cost control Maintains the County’s Risk Management Information System, analyzes claim data, loss trends, and dashboards to inform risk mitigation decisions Provides timely notification of claims to insurance carriers Administers the County’s workers’ compensation program in compliance with the SC workers’ compensation Act and all applicable regulations Coordinate with Human Resources, department heads, elected officials, and county leadership the claims adjuster, and injured employees to ensure timely claims reporting, medical treatment coordination, and return-to-work case management Maintains OSHA recordkeeping and ensures accurate reporting of work-related injuries and illnesses; assists with determining reportable incidents Monitors employee driver’s license records and coordinates compliance with the County’s fleet safety and vehicle use policies Develops and coordinates countywide safety programs, training seminars, and loss control initiatives designed to reduce accidents, injuries, and liability exposure in cooperation of insurance company and risk management resources Ensures compliance with applicable ADA, OSHA, and South Carolina Occupational Safety and Health regulations; coordinates required training and corrective actions Supports the development and maintenance of emergency management and business continuity plans in coordination with county emergency management staff Facilities or participates in countywide safety committees and loss prevention initiatives. Reviews contracts, agreements, and vendor/contractor relationships to ensure adequate insurance and indemnification provisions are included; verifies and maintains Certificate of Insurance (COI) as required. Evaluates and makes recommendations on the selection of insurance policies, including property, casualty, general liability, workers’ compensation, automobiles, cyber, and other specialized coverages. Serves as the internal advisor to county departments and supervisors on risk management, safety, and loss prevention ADDITIONAL JOB FUNCTIONS Performs other related duties as required. ESSENTIAL SAFETY FUNCTIONS It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses. Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained. INVOLVEMENT WITH THINGS Ability to conduct necessary research and compile comprehensive reports. Must be able to use computer, printer, telephone, fax machine, photocopier and calculator COGNITIVE REQUIREMENTS REASONING REQUIREMENTS Requires performing work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization. MATHEMATICAL REQUIREMENTS Requires performing semi-skilled work involving set procedures and rules but with frequent problems. LANGUAGE REQUIREMENTS Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form. MENTAL REQUIREMENTS Requires doing clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure. VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION VOCATIONAL/EDUCATIONAL PREPARATION Requires a bachelor’s degree in risk management, Public Administration, Business Administration, Finance, or a closely related field. SPECIAL CERTIFICATIONS AND LICENSES Must possess a valid state driver’s license. Knowledge of South Carolina State and Safety laws EXPERIENCE REQUIREMENTS Minimum of four (4) years of progressively responsible experience in risk management, insurance administration, or a closely related field, including experience with claims administration, workers’ compensation, and insurance procurement. Experience in county or local government risk management preferred. ENVIRONMENTAL HAZARDS The job may risk exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions. SENSORY REQUIREMENTS The job requires normal visual acuity and field of vision, hearing and speaking abilities, color perception. JUDGMENTS AND DECISIONS Decision-making is a major part of the job, affecting a major segment of the organization and the general public; works in a dynamic environment; responsible to develop policy and practices. PHYSICAL AND DEXTERITY REQUIREMENTS Requires light work that involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
