Management Analyst

This position is classified as a Tentative City Transfer Opportunity.


Any candidate selected for this Tentative Transfer will be subject to a six (6)-month tentative period. The Labor Relations Office (LRO), as the receiving Division, may, at its discretion and consistent with applicable Civil Service Rules, return a selected candidate to their previous Department/Division during this period. Similarly, any selected candidate may elect to return to their previous Department/Division for any reason during the same six (6)-month period.


The six (6)-month tentative period is intended to provide the LRO with an opportunity, as the receiving Division, to determine whether the transfer is appropriate based on the needs and expectations of the office, while also providing the employee with an opportunity to determine whether the position is an appropriate fit.

This tentative transfer provision is consistent with Civil Service Rule Section 6.3, which provides:

"The transfer shall be tentative for a period of six months after its effective date. During this period, upon written notice given by such appointing officer to the employee, the General Manager, and the appointing officer of the department from which transfer was made, the transferred employee shall be returned to the department and class from which he/she came. If he/she is not returned within six months after the effective date, the transfer is final."

The Los Angeles Department of Water and Power (LADWP), Human Resources Division, intends to fill two (2) Management Analyst positions, Duties Description Records (DDR) No. 91-17020 and No. 82-17001, as Tentative Transfers in the Labor Relations Office (LRO). The positions are designated confidential, are represented by the International Brotherhood of Electrical Workers, Local 18, and is assigned to the John Ferraro Building, Room 508. The work schedule is a 5/40 or 9/80. The start time is no earlier than 7:00 a.m. and the end time is no earlier than 4:30 p.m. to ensure availability of staff during core business hours. Overtime may be necessary.


Responsibilities and Requirements

As a Management Analyst, the responsibilities and requirements of this position may include, but are not limited to, the following:

• Serve as LADWP's liaison to the State of California Employment Development Department (EDD) for claims filed for unemployment compensation benefits.
• Prepares LADWP written response through research, investigation, and collaboration with LADWP divisions in the Water, Power, and Joint Systems.
• Advocates on behalf of LADWP for the administrative appeals process which includes preparing witnesses, presenting evidence, and going before Administrative Law Judge for appeals of award of EDD benefits paid.
• Conduct salary surveys for both internal and external customers as well as interpret rules and regulations as they affect LADWP's operations.
• In addition, establish and maintain liaison with governmental and private sector organizations for benchmarking opportunities, to obtain and provide information on salaries and wages, fringe benefits, and other personnel practices and procedures.
• Conduct salary forecasting and analyze fiscal impacts of proposed wage adjustments and step increases to ensure alignment with the negotiated labor agreements.
• Administer the Daily Rate program, coordinate implementation with appropriate local unions, review trade union contracts, and prepare letters to the City Administrative Officer (CAO) to effect changes in wages and benefits.

In addition, coordinate with the Payroll Office and the City Attorney's

• Office regarding fringe benefit determination (trust funds) in order to minimize the adverse impact of lawsuits.
• Serve as administrative support to the LRO Director, LRO Managers, and Utility Administrators in the LRO Administrative Group for various special projects such as cost/fiscal impact analysis for salary proposals and salary adjustments, DDR upgrades, cost-of-living adjustment increases, working rules, and fringe benefits.
• Assists in the preparation of related correspondence which may include Letters of Agreement, Letters of Intent, Board letters and Board resolutions, letters to Executive Employee Relations Committee (EERC), letters to City Council, and general business correspondence and other duties as required.
• Manage administration of LOAs for Special Assignments; research and maintain records of Department's legal agreements including LOAs, LOIs, Settlement Agreements, and MOU amendments.
• Conduct background investigations of LADWP employees related to arrest/conviction information received from State of California, Department of Justice (DOJ) and/or the Federal Bureau of Investigation (FBI) via the City of Los Angeles Personnel Department.
• Prepares related reports of findings to be presented to LADWP's Investigation Review Committee (IRC).
• Serve as an LRO training coordinator to schedule staff for LADWP mandatory and/or elective training. Responsible for coordinating the LRO training calendar for LRO-offered training for managers and supervisors in the areas of Discipline Documentation, Grievance Process, and the LADWP Drug and Alcohol Awareness program.
• Also serves as a moderator for virtual training sessions given by LRO.
• Serve as an LRO budget liaison and perform budget activities including preparing, reviewing, inputting, and monitoring the LRO budget; monitoring and updating the Annual Personnel Resolution (APR) and assist with preparing expenditure and variance reports as well as organization charts using Visio software.
• Serve as an LRO Equal Employment Opportunity and Interview and Selection Package coordinator.
• May serve as Trust Fund Custodian and process and review purchases using the Purchasing Card.
• Assists the LRO Administrative Managers with Fair Labor Standard Act (FLSA),and Family Medical Leave Act (FMLA) inquiries.
• Responsible for maintaining and updating the LRO website and keeping it current with LRO Bulletins, updates to Administrative Manual Policies, Frequently Asked Questions (FAQs), salary reports, and updated DDR documents.

• Ability to communicate clearly, concisely, and effectively, both in writing and orally, and be persuasive in an advocacy role.
• Ability to work independently and with initiative to achieve results either individually, as a team member, or through the effort of others.
• Ability to analyze administrative and operational problems and situations by planning efficiently
• Research and draw conclusions from gathered data, prepare alternative solutions/actions, and implement action plans to achieve desired results.
• Ability to use a personal computer with experience in using word processing, presentation software, spreadsheet/database programs, internet and Microsoft Outlook and knowledge of WebEx and Teams features and tools to utilize for training purposes.

Ability to multi-task to meet deadlines and respond to shifting priorities to ensure claims are processed timely and deadlines are met.
