Scope of Project:


The Office of Child & Family Services (OCFS) is seeking an Expert Software Analyst to support the Facility Application and Management System (FAMS), a secure web-based application that facilitates the electronic processing of Child Care modality submissions throughout New York State.


The selected consultant will play a key role in requirements gathering, business analysis, process re-engineering, testing, and stakeholder collaboration. The position requires working closely with business users, development teams, and project management personnel to modernize existing paper-based processes through .NET-based solutions while ensuring project objectives and timelines are met.

Responsibilities:

• Document business rules required for the re-engineering of existing paper-based processes into web-based .NET solutions.
• Analyze software application domains and prepare software requirements and specification documents.
• Serve as a liaison between end-users and software development teams.
• Gather, analyze, and document business requirements and functional specifications.
• Facilitate meetings with users to identify business needs, business rules, and security requirements.
• Communicate business requirements effectively to application development teams.
• Design comprehensive test plans and test cases.
• Conduct unit testing and regression testing activities.
• Write and execute SQL queries for application data extraction and validation.
• Collaborate with business users, technical teams, and project stakeholders throughout the project lifecycle.
• Work closely with Project Management staff to ensure deliverables are completed according to project schedules.
• Support software quality assurance initiatives and application validation efforts.
• Assist in maintaining project documentation and supporting knowledge-transfer activities.
• Provide expert-level guidance and recommendations based on extensive software analysis experience.

Required Qualifications:

• 84 months of experience writing technical and business specifications for .NET applications.
• 84 months of experience facilitating meetings with users to identify and gather business needs, business rules, and security requirements.
• 72 months of experience writing test plans and test cases and performing unit and regression testing.
• 48 months of experience writing SQL code and SQL data queries for extraction and/or validation of application data.
• 24 months of experience re-engineering paper-based processes into web-based .NET solutions.
