Our client is an established manufacturing operation in the greater Los Angeles area producing precision components for aerospace, defense, and industrial customers. With a diverse workforce and a high-compliance environment, the company is seeking an experienced Human Resources Manager to serve as the HR function lead — partnering directly with senior leadership on all people matters, from compliance and employee relations to recruiting, training, and organizational development.

POSITION SUMMARY

The HR Manager will be the primary HR resource for the facility — overseeing all human resources functions including talent acquisition, employee relations, compliance, compensation and benefits administration, training and development, safety collaboration, and HR systems management. This is a hands-on, strategic, and highly visible role. The successful candidate will bring proven manufacturing HR experience, bilingual fluency in English and Spanish, and a strong understanding of California employment law.

KEY RESPONSIBILITIES

Employee Relations & Compliance

•     Serve as the primary point of contact for employee relations matters — investigate complaints, manage conflict resolution, and advise management on disciplinary actions and terminations

•     Ensure full compliance with California and federal employment law — including FMLA, CFRA, FEHA, ADA, FLSA, EEO, and Cal/OSHA requirements

•     Maintain working knowledge of California-specific employment requirements — meal and rest breaks, final pay, classification rules, and mandatory leave programs

•     Partner with department managers to ensure consistent and equitable application of company policies and procedures

•     Manage and document all employee investigations, disciplinary actions, and corrective action plans

Bilingual Communication & Workforce Engagement

•     Serve as the primary HR communicator for the Spanish-speaking workforce — conducting meetings, training sessions, investigations, and individual employee communications in both English and Spanish

•     Translate HR policies, procedures, safety communications, and company updates to ensure understanding and compliance across the full workforce

•     Build trust and rapport with hourly production employees — serve as an accessible and credible HR resource on the shop floor

•     Develop and deliver employee training in both English and Spanish — onboarding, safety, compliance, and professional development programs

Talent Acquisition & Onboarding

•     Own the full-cycle recruiting process for hourly, skilled trades, and salaried positions — sourcing, screening, interviewing, offer management, and background checks

•     Partner with operations and department leaders to understand workforce needs and develop staffing plans

•     Manage new hire onboarding — ensure new employees are fully oriented to company policies, safety requirements, and job expectations from day one

•     Maintain relationships with staffing agencies, technical schools, and community organizations to build a qualified talent pipeline

HR Systems, Compensation & Benefits

•     Administer HRIS platform (Paycom experience strongly preferred) — manage employee records, payroll data, time and attendance, performance management, and reporting

•     Oversee benefits administration — health, dental, vision, 401(k), and leave programs; serve as employee point of contact for benefits questions

•     Coordinate open enrollment and ensure employees understand and have access to their benefits

•     Support compensation analysis and job classification reviews to ensure internal equity and market competitiveness

Safety, Training & Organizational Development

•     Partner with the Safety department on Cal/OSHA compliance, injury and illness prevention program (IIPP) administration, and workers' compensation case management

•     Coordinate and track required safety training and ensure compliance with Cal/OSHA training mandates

•     Support performance management processes — assist managers with goal setting, performance reviews, and employee development planning

•     Identify training and development needs across the organization and coordinate or deliver relevant programs

HR Administration & Reporting

•     Maintain accurate and compliant employee files, HR records, and documentation in accordance with California law

•     Prepare and present HR metrics and reporting to leadership — turnover, headcount, time-to-fill, absenteeism, and safety data

•     Manage leave of absence administration — FMLA, CFRA, PDL, SDI, and other California-specific leave programs

•     Ensure compliance with state and federal posting requirements, mandatory training deadlines, and annual compliance filings

QUALIFICATIONS

Required

•     5+ years of human resources experience — with at least 2 years in an HR Manager or HR Generalist lead role

•     Manufacturing environment HR experience — ability to work comfortably on the production floor and relate credibly to hourly manufacturing employees

•     Bilingual — English and Spanish required; must be fully fluent in both written and verbal communication in both languages

•     Strong working knowledge of California employment law — this is a non-negotiable requirement given the state's complex regulatory environment

•     Demonstrated experience managing employee relations, conducting workplace investigations, and advising management on HR matters

•     Bachelor's degree in Human Resources, Business Administration, or a related field preferred; PHR or SHRM-CP certification is a plus

Preferred

•     Aerospace or defense manufacturing HR experience — familiarity with ITAR, government contractor compliance, or aerospace quality culture is a strong advantage

•     Paycom HRIS experience — familiarity with Paycom's modules including Time & Attendance, Payroll, ATS, and Performance Management

•     Experience supporting Cal/OSHA compliance and injury/illness prevention programs in a manufacturing environment

•     PHR, SHRM-CP, or equivalent HR certification

•     Experience working in a high-mix, precision manufacturing or job shop environment
