Description

Work is primarily performed in a municipal wastewater treatment plant environment with exposure to industrial chemicals and biological contaminants during sampling, confined spaces, slippery or uneven surfaces, airborne particles, risk of electrical shock, blood borne pathogens, and moving industrial equipment. Some work performed in varying field conditions with exposure to variable weather conditions, work in and loud noises.

Major Duties
- Supervises the collection of meter readings by Environmental compliance Analysts, calculates monthly surcharges for high strength wastewater Industrial users, processes invoices for industrial users for surcharges, permit and sampling fees, penalties, and inspections.
- Reviews inspections and enforces provisions of the City's sewer use ordinance, including pursuing civil and criminal penalties.
- Responsible for applying the pre-treatment programs enforcement response plan, responds to spills to facilitate cleanup and source investigation.
- Sets up and maintains the Industrial Pretreatment Program (IPP) computer system, keeps records for all permitted non-domestic users and ensures all industrial user data is current and correct.
- Follows and implements required changes from EPA and EGLE regulations to maintain full compliance with all federal, state, and local wastewater, NPDES, and Industrial Pretreatment Program requirements.
- Coordinates comprehensive surveys of National Pollutant Discharge Elimination System (NPDES) regulated substances to track and control regulated compounds in the service area.
- Handles complaints and reports of discharges to combined sewer systems and ensures proper investigation and response.
- Monitors and controls expenditures to prevent unnecessary or inefficient spending, while planning, assigning, and supervising work to maximize efficiency and minimize waste of time, materials, and resources, and ensuring compliance with policies related to ethical conduct, use of public resources, and workplace accountability.
- Adhere to all utility security policies and procedures, including those outlined in the Emergency Response Plan (ERP) and Risk and Resilience Assessment (RRA) documentation, to ensure the ongoing security and resilience of the water system's infrastructure, operations, and water quality.
- Immediately report any actual or potential physical or cybersecurity threats, vulnerabilities, or incidents to the designated utility security point of contact or supervisor.
- Assists in the development, updating and implementation of the Emergency Response Plan (ERP) and Risk and Resilience Assessment (RRA) documentation.
- Performs other duties as assigned.
Job Requirements
Education and Experience
- Bachelor's degree in environmental science, chemistry, biology, environmental engineering, or a related field; an equivalent combination of education and progressively responsible wastewater or environmental compliance experience may be considered in place of degree requirement.
- Six years of progressively responsible experience in municipal or industrial wastewater treatment or pretreatment, including regulatory compliance duties, related to Industrial Pretreatment Programs.
- Must possess and maintain Michigan Department of Environment, Great Lakes, and Energy (EGLE) Municipal Wastewater Treatment Plant Operator Certification Class D.
- Valid State of Michigan driver's license, maintained in good standing.
- Sewer Use Ordinances and Industrial Pretreatment Programs, including enforcement practices, industrial inspections, permitting processes, compliance monitoring, recordkeeping, and enforcement actions.
- Federal, state, and local laws, regulations, and ordinances governing industrial pretreatment programs, including 40 CFR Part 403.
- Conducting industrial inspections, investigations, compliance evaluations, and enforcement activities.
- Supervising, directing, and evaluating the work of subordinate staff.
- Preparing clear, accurate, and concise reports, correspondence, and regulatory documentation.
- Utilizing Microsoft Office applications, SCADA systems, GIS mapping software and other related department specific software to maintain records, analyze data, and support program operations.
- Communicate effectively, both orally and in writing, with industrial technicians and representatives, technical personnel, regulatory agencies, City staff, and the general public.
- Exercise sound judgment in interpreting regulations and resolving compliance issues.

Physical Demands
- Frequent exertion of up to 25 pounds of force occasionally exerts up to 50 pounds of force.
- Frequent standing, walking, climbing stairs and ladders, balancing, stooping.
- Occasional kneeling, crouching, pushing, pulling, reaching with hands and arms, gross manipulation, fine manipulation using hands and fingers to type and operate a computer mouse.
- Standard vision and hearing. Employees must be able to communicate clearly, accurately.
- Utilize appropriate personal protective equipment (PPE) and follow established safety protocols while conducting field investigations and inspections.
- Required to wear a respirator while gathering samples, cleaning spills, and in emergency situations. Must successfully complete a medical questionnaire and examination evaluation upon hire and on an annual basis.
