QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below. SPECIALIZED EXPERIENCE GS-14: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Advising senior executives, organizational leadership, congressional or legal staff and government officials or clients on complex federal tax, legislative, legal, or public policy matters, providing strategic recommendations that support executive decision-making. Researching, interpreting, analyzing, and applying federal tax laws, administrative guidance, judicial decisions, legislative proposals, and related legal authorities to resolve complex technical issues and advise leadership or clients regarding legal, operational, compliance, budgetary, or policy impacts. Coordinating legislative, congressional, executive, or public policy activities involving multiple stakeholders, organizations, or subject matter experts to develop positions, resolve issues, or implement legislative or regulatory changes affecting tax administration. Preparing, reviewing, or directing executive correspondence, legal memoranda, congressional or legal responses, briefing papers, policy analyses, testimony, legislative proposals, technical guidance, and other executive-level written products involving complex tax, legal, legislative, or public policy issues. Preparing executives and government officials or clients for congressional or legal hearings, oversight activities, executive meetings, stakeholder engagements, or other high-profile interactions, including developing briefing books, testimony, talking points, questions for the record, and presenting complex tax, legislative, legal, or public policy matters to executive leadership and other decision-makers. Collaborating with congressional staff, Certified Public Accountants (CPAs), enrolled agents, economists, policymakers, industry representatives, trade associations, taxpayer advocacy organizations, government agencies, or other technical experts to develop, negotiate, communicate, or implement tax policy, legislative proposals, or strategic initiatives. Leading complex, high-visibility projects involving multiple organizations, competing priorities, changing deadlines, and significant executive or congressional interest while exercising independent judgment and producing clear, concise, and persuasive written and oral communications for technical and non-technical audiences. Qualifying experience may include advising on federal tax controversy, tax policy, tax legislation, tax administration, regulatory development, congressional affairs, legislative analysis, executive correspondence, appropriations, legal analysis, government relations, public policy, compliance, or related technical areas requiring expert knowledge of federal tax law and the legislative process. AND You must also meet the following requirements MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have: Graduated from high school or been awarded a certificate equivalent to graduating from high school; or Completed a formal vocational training program; or Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
