Position Summary:

The New York State Office of Children and Family Services (OCFS) is seeking an Expert Systems Developer to support the Fingerprint Processing Information System (FIPS). FIPS serves as the database of record for adoptive and foster parents, day care providers, and mentors who require criminal history background checks as mandated by law. The selected consultant will work closely with the development team to develop and enhance applications supporting the Fingerprint Information Processing System and related business functions. The consultant will contribute to application development, business analysis, logical design, testing, database development, and ongoing maintenance activities. The selected candidate will work under the direction of the Technical Lead, Project Manager, and Software Architect while providing expertise in.NET application development, C#, VB.NET, ASP.NET MVC, Oracle, PL/SQL, and BizTalk technologies.

Responsibilities:

The selected consultant will perform, but not be limited to, the following activities:

• Work collaboratively with a team of developers to design, develop, and maintain the Facility Application Management System using ASP.NET MVC.
• Partner with Business Analysts to perform business analysis and develop logical application designs.
• Develop and maintain N-Tier .NET web applications.
• Perform complex application development and coding using C# and VB.NET.
• Perform unit testing and resolve identified application defects.
• Develop complex Oracle database components, including PL/SQL packages, stored procedures, and triggers.
• Support Oracle database administration, design, and architecture activities.
• Assist with responding to Day Care data requests and related application support needs.
• Utilize BizTalk for application integration and related development activities.
• Work under the direction of the Technical Lead, Project Manager, and Software Architect.
• Maintain project documentation and ensure documentation remains current throughout the engagement.
• Participate in weekly documentation reviews as part of knowledge transfer activities.
• Provide knowledge transfer and educate agency staff on coding practices, SQL queries, validations, and other technical topics as needed.
• Provide written knowledge transfer documentation when required.

Required Skills:

• 84 months of experience developing N-Tier.NET web applications.
• 72 months of experience developing applications using C#.
• 72 months of experience with Oracle Database administration, design, and architecture.
• 72 months of experience writing PL/SQL packages, stored procedures, and triggers.
• 72 months of experience utilizing BizTalk.
• Bachelor's Degree required.
