Control System Cybersecurity Project Manager, Senior (REMOTE - TRAVEL)

The Work:

As a Senior Control System Cybersecurity Project Manager , you will act as a subject matter expert in cybersecurity for Operational Technology (OT) . You will be responsible for leading control system and cybersecurity upgrade projects across geographically dispersed locations. You will serve as Chinook’s primary point of contact to U.S. Army Corps of Engineers (USACE) and the end client and will be accountable for project performance across scope, schedule, budget, quality, risk management, change management, contract compliance, and customer satisfaction. You will manage the successful planning, execution, and delivery of assigned projects across the full lifecycle. You will ensure that project scope, schedule, budget, quality, and risk are proactively managed while maintaining strong client relationships and promoting repeat business. As the PM, you will provide leadership to cross-functional teams, enforce project governance, resolve issues, and drive overall project performance in alignment with organizational and contractual requirements.

This position is REMOTE, but you must be able to travel to client sites up to 10-20% of the time. The majority of our clients are in the Eastern Time Zone of the United States, especially in the Mid-Atlantic Region.

Citizenship / Clearance Requirements:

• Must be a U.S. Citizen.
• Must be able to obtain and maintain a Secret security clearance based on customer and project requirements.

Key Responsibilities:

• Develop and maintain comprehensive project schedules, including work breakdown structures, milestones, critical paths, and resource allocations.
• Monitor progress against baselines and proactively identify schedule risks, variances, and recovery actions.
• Establish and maintain strong relationships with clients, communicating project status, milestones, and updates.
• Cultivate strong client relationships to identify future opportunities that leverage Chinook’s multiple service lines.
• Lead project kickoff meetings, define roles and responsibilities, and ensure project teams understand scope and deadlines.
• Establish and manage project budgets, cost estimates, labor plans, and financial forecasts.
• Track actual costs against budget and implement corrective actions when variances occur.
• Ensure compliance with internal financial controls, client requirements, and contract terms (e.g., labor categories, allowable costs).
• Implement and oversee project quality plans, inspection / testing processes, and deliverable reviews.
• Ensure adherence to organizational and client QA / QC standards, including documentation, configuration control, and change management.
• Conduct regular project audits, lessons-learned reviews, and continuous improvement activities.
• Serve as the primary point of contact with the client, stakeholders, subcontractors, and internal leadership.
• Facilitate regular progress meetings, status reporting, and expectations management.
• Address project issues promptly and maintain a solutions-oriented approach to client engagement.
• Identify, assess, and mitigate project risks and issues throughout the project lifecycle.
• Manage changes to scope, schedule, and cost through formal change control processes.
• Maintain transparent documentation and escalation pathways for decision-making.
• Lead cross-disciplinary project teams, fostering collaboration and accountability.
• Support resource planning, onboarding, performance feedback, and conflict resolution.
• Promote a positive team culture and ensure alignment with company values and project objectives.
• Demonstrate your strong leadership skills across all areas of responsibility, sowing an environment that supports high level achievement.

Minimum Qualifications:

• A Bachelor's Degree, ideally in a relevant technology field.
• At least 10 years of directly related Operational Technology (OT): Building Automation System or Industrial Control System (BAS / ICS) industry experience.
• A High School Diploma and a total of 15 years of relevant experience may be considered in lieu of a formal degree.
• At least 5 years of experience managing projects, preferably ICS / OT, facility modernization, engineering, construction, or critical infrastructure projects.
• At least 3 years of experience managing or supervising people.
• An IAT-II satisfying certification such as Security+ or GICSP.
• Experience managing Building Automation Systems (BAS) or Industrial Control Systems (ICS) implementation or upgrade projects.
• Proficiency with the Microsoft Office Suite (Excel, Word, Teams, Outlook, PowerPoint).
• Experience with project scheduling tools (MS Project, Primavera, etc.), budget management, and contract administration.
• A valid State Issued Driver's License and the ability to travel to various work sites.

Preferred Qualifications:

• An Active Secret or higher Security Clearance.
• Project Management Professional (PMP).
• CISSP or GICSP certification.
• Experience with the Army Corp of Engineers
• Experience working with RMF and NIST 800-53 and NIST 800-82.
• Experience working with UFGS 25 05 11.
• Experience working with federal agencies, DoD clients, or large institutional owners.

Physical Considerations:

• Must be able to walk construction sites with uneven surfaces, carry up to 25 lbs., climb stairs and ladders, and work both indoors and outdoors in severe weather conditions, in confined spaces, and in dust generating environments.
• Must be able to maintain spatial awareness and comply with safety standards while working near mechanical and electrical building equipment and systems.
• Must be able to wear Personal Protective Equipment (PPE) where required.

Annual Salary, Dependent Upon Qualifications and Experience: $125,000 – 165,000
