Fiscal Manager

Title Description-

The Fiscal Manager serves as the management-level position within the Accountant occupational group and is responsible for the overall management, administration, and oversight of the fiscal and budget operations of the Local Department of Social Services (LDSS). This position ensures compliance with federal, state, and local financial regulations and reporting requirements while directing the agency’s accounting, budgeting, procurement, and fiscal management functions.

The Fiscal Manager is distinguished from the Accountant classification by having responsibility for the overall management and administration of the fiscal operations of a Local Department of Social Services.

General Work Tasks (Illustrative Only) –

• Performs managerial work involving the analysis and interpretation of financial issues and supervises or evaluates a variety of financial programs;

• Manages personnel, including training, evaluating, and assigning work, where applicable; performs complex accounting work, fiscal reporting, cost effectiveness functions and generally accepted governmental accounting procedures;
• Works as a fiscal liaison to the Virginia Department of Social Services and the county;
• Verifies and approves invoices for payments to vendors and verify expenditures are reported to correct program and funding stream for reimbursement;
• Develops a system to accurately account for expenditure of funds;
• Assists internal and external auditors with review of financial activities and case activities related to social services programs.

Knowledge- Considerable knowledge of: accounting principles and laws; including GAAFR (Government Accounting, Auditing and Financial Reporting); auditing standards, public administration, and/or regulatory compliance; budgetary principles and practices; management techniques and supervising personnel; current office methods, procedures, equipment; business letter writing and standard administrative support techniques; and social services reporting systems and software.

Skills- Skill in the use of personal computers, including spreadsheet applications and statistical packages.

Abilities- Demonstrated ability to: analyze and interpret fiscal and accounting data; prepare and present reports and recommendations; plan, organize and direct accounting systems and procedures; establish and maintain effective team relationships; display good professional judgment; supervise or manage work directly or through subordinate staff; communicate effectively both orally and in writing; deal courteously and diplomatically with other employees, managers and the general public; and organize work and meet critical deadlines.

Education and Experience- Bachelor’s degree in accounting, finance, business or public administration, or related field, and experience in supervising staff to include professional accountants OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Preferred Qualifications:

• Previous work experience with a Local Department of Social Services is preferred.
• Experience in a supervisory, management, or leadership role overseeing fiscal, administrative, or accounting functions.
• Experience utilizing financial management systems, including Munis and Thomas Brothers.
• Knowledge of local, state, and federal fiscal policies, procedures, and reporting requirements.
• Experience processing and overseeing fiscal transactions.
• Demonstrated ability to effectively communicate and collaborate with employees at all organizational levels.
• Ability to provide leadership, guidance, and training to staff regarding administrative and fiscal processes.
• Demonstrated ability to exercise sound judgment, maintain confidentiality, and handle sensitive financial and personnel information with discretion.
• Experience developing, implementing, and improving administrative and fiscal procedures to enhance operational efficiency and accountability.

Special Requirements:

• Applicants must have a valid Virginia driver’s license without restrictions, and the driving record must meet agency standards on or before the hire date

• Applicants must also meet a level of insurability set by the agency.

• On-call work, after hours and weekends, is required on a rotating basis, therefore, applicants must live within a 1-hour drive from the agency.

• Responsible for shelter duty during times of disaster.

• Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and/or pre-employment drug screen.

• The investigation may include fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.

• This position is covered under Code of Virginia §63.2-1601.1 or §63.2-1720 requiring the finalist candidate to submit fingerprinting and provide personal descriptive information for a criminal history check through the Central Criminal Records Exchange and a search of the Central Registry.

• Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency..
