Under the direction of the Administrator I of the Enterprise Procedures & Training Team, in the Enterprise Talent Development Section’s Enterprise Procedures & Training Program, with the technical guidance and support of the team Leads, the incumbent serves as an Enterprise Procedures & Training Developer. The incumbent assists with the development and maintenance of Enterprise Tax System (ETS) training courses. This effort involves monitoring system changes, analyzing training impacts, integrating ETS training with division training, and performing knowledge transfer activities. In addition, the incumbent is responsible to identify, document, and update enterprise procedures for the shared services provided by Taxpayer Folder, Case Management, MyFTB, and other enterprise systems. The incumbent will also be responsible to communicate procedure changes and ensure the Enterprise Procedures Manual (EPM) remains current and accurate. The incumbent will promote an environment and atmosphere of teamwork, collaboration, and cooperation consistent with the department’s values among staff and managers across different divisions within the department .

Working Conditions

• This position requires 4 or more days in the office per week. It is designated office-centered and may be eligible for some remote work based on departmental guidelines and operational need.

• Ability to analyze personal income tax and business entity accounts 
• Working knowledge and experience using Enterprise Tax Systems (ETS) which include Taxpayer Folder (TPF), Case Management (CM), Return Analysis (RA), Enterprise Noticing System (ENS), Taxpayer Information (TI), Business Entity Tax System (BETS), Accounts Receivable Collection System (ARCS), Professional Audit Support System (PASS), and Integrated Nonfiler Compliance (INC) or their equivalent
• Experience developing and/or delivering formal classroom style user training
• Experience developing engaging and effective training materials and Interactive Computer Based Training modules to support large audiences
• Strong collaboration, negotiation, and communication skills 
• Experience working with multiple stakeholder groups
• Experience facilitating engaging and effective meetings with various customers
• Experience analyzing and providing customer service for Personal Income Tax (PIT) or Business Entities (BE) accounts or its equivalent
• Strong knowledge of Franchise Tax Board's (FTB) organization, operations, and systems 
• Strong knowledge of departmental policies, principles, practices, and procedures
• Strong knowledge of Enterprise Procedures Manual (EPM), the update process, and how local business area procedures interact with EPM
• Project management/project lead experience 
• Excellent written and verbal communication skills
• Ability to communicate in a clear and concise manner to obtain understanding and gain buy in
• Experience evaluating systems, process updates, and determine business process impacts and changes needed
• Familiar with applying department writing and accessibility standards
• Ability to foster cooperative working relationships
• Ability to remain flexible with competing priorities and effectively prioritize competing demands
• Proficient with Microsoft (MS) Office programs like Word, Excel, Sharepoint, and Forms
• Familiar with enterprise software like RoboHelp, Adobe Captivate, MS Project, and TFS
• Experience using presentation software such as Microsoft Powerpoint, Vyond, and/or SnagIt
