Signal Supervisor

Under the general direction of the Signal Manager, the Signal Supervisor plays an integral role in the delivery of signal related maintenance, projects, and programs necessary to deliver safe, convenient, reliable, and user-friendly public transportation services. This includes oversight, coordination, and administration of contractors, consultants, and staff on projects within the District in the planning, maintenance, and construction of railroad signal facilities and systems. The Signal Supervisor ensures the railroad Maintenance of Signal (MOS) activities support safe and efficient rail operations and in compliance with the specifications and regulations of the Federal Transit Administration (FTA), the Federal Railroad Administration (FRA), the California Public Utilities Commission (CPUC), and other regulatory and governing agencies.

Distinguishing Characteristics This position is distinguished by its responsibility for planning, supervising, monitoring, auditing, and reporting on employees and contractors engaged in ROW maintenance, repair, or construction. S/he is responsible for supervising daily maintenance and repair activities, including the supervision of employees and contractors assigned to perform these functions. The incumbent must demonstrate foresight and mature judgment in planning, organizing, and coordinating maintenance work, which may require interaction among multiple divisions/departments within the District, municipalities, the County of San Diego, external agencies, and consultants. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines. This position is designated as "at-will" in accordance with the NCTD Employee Handbook.

Supervision Received and Exercised This position reports to the Signal Manager and may guide the work of other District staff, contractors, and/or consultants. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required. Work hours will vary in length and schedule. Night and weekend work will be required.

Essential Functions Duties may include, but are not limited to the following:

• Plans and supervises maintenance operation activities, provides service quality, and ensures compliance with regulatory requirements, and safety management system principles.
• Plans, develops, and schedules work and training that supports the maintenance of the signal system and related equipment for NCTD operations.
• Monitors and inspects the ROW, maintenance facility and signal equipment to evaluate service quality and compliance with NCTD policies, procedures, and regulatory requirements.
• Material Management and ordering required material for maintenance and special project activities.
• Reviews, monitors, and generates reports, documents, and records for compliance with Federal Railroad Administration (FRA) and California Public Utilities Commission (CPUC) signal system requirements.
• Assists with signal oversight on NCTD projects.
• Conducts field inspections to oversee signal activities on SANDAG or NCTD capital projects.
• Recommends updates and changes to policies and procedures for areas of responsibility.
• Prepares written documentation on the results of signals system equipment repairs, tests, and inspections.
• Participates in audits and efficiency testing in accordance with NCTD rules and other regulatory requirements.
• Maintains accurate records and prepares correspondence and periodic reports.
• Responds to priority/emergency situations and provides on-call assistance and service when needed.
• Ensures that projects are completed within budget and on schedule.
• Troubleshoots issues with key personnel within the District, as well as with consultants and other agency personnel on the Local, State and Federal level.
• Reviews work order and maintenance management information systems.
• Investigates complaints regarding unsafe or hazardous conditions.
• Assists in the development of work plans and checklists.
• Assists in the development of procedures and maintenance plans to ensure safe practices and consistency with industry standards.
• Prepares for and participates in FRA, CPUC, FTA, and NCTD audits.
• Performs other duties as assigned.

Experience/Education Bachelor's degree in electrical engineering or a related field is strongly preferred. Minimum Five (5) years prior directly relevant railroad signal maintenance experience on a Class I railroad or major commuter rail system including experience in overseeing the installation, adjustment, and testing of signal-related work. A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered.

Certificates/Licenses Possession of a Signal Training Certificate. Possession of and the ability to maintain a California driver's license, Class C, with less than six (6) points in the preceding 36-month period and no DUIs in the prior seven (7) years. Must be able to become and maintain GCOR Qualified on NCTD-owned railroad properties. Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton. Must be able to become RWP Qualified on NCTD owned railroad properties. Maintain compliance with the District's policy regarding Conflict of Interest and Ethics policies.

General Requirements Strong working knowledge with pertinent code and regulatory requirements of agencies such as the FRA and the CPUC. Knowledge of principles of railroad signal engineering is required, with demonstrated experience with railroad systems and railroad operations. Working knowledge of signal standards such as AREMA, BNSF, or Union Pacific. Working knowledge of computer-aided design systems, word processing, spreadsheets, databases, presentation, and scheduling software as it relates to project management. Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public. Knowledge of multiple facets of the railroad, including stations, earthwork, drainage, grades, clearances, signaling, surveying, operations, alignment, and special track work structure. High degree of creativity, foresight, and mature judgment in planning, organizing, coordinating, and solving construction problems. Strong communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports. Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources. Demonstrated use of discretion and judgment in execution of duties. Ability to manage and maintain simultaneous, transitional, and emerging priorities. Demonstrated proficiency in computer software programs including Microsoft Office Suite. Ability to respond in person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances.
