Senior Consultant

Senior ConsultantSavvee Inc. is seeking a strategic Senior Consultant to support our federal client onsite in Washington, D.C. The ideal candidate will bring experience leading multidisciplinary teams and managing complex federal consulting engagements, providing program oversight, quality assurance, and expert guidance on high-priority initiatives involving AI technology exports and related policy considerations. This individual will excel at advising senior government stakeholders, balancing operational priorities and contract performance, and delivering thoughtful analysis and recommendations on complex program, governance, and compliance matters while serving as the primary liaison between Savvee and the client.Essential Functions• Serving as contract Program Manager which includes, managing workload, priorities, schedules, risks, staffing, labor-hour expenditures, and performance across the order.• Independently allocating team resources and rebalance work as proposal volume and complexity fluctuate while protecting Program review timelines.• Providing contractor-led technical and quality oversight of the integrated solution, including review consistency, workload management, quality assurance, escalation of material risks, and integration of analytical work products while continuing to develop, deliver at award, maintain, and adhere to the Quality Control Plan.• Leading and ensuring quality-control of the substantive analysis of complex, high-priority, or sensitive proposals, synthesizing proposal evidence and interagency inputs into clear, traceable, decision-ready designation recommendations for Government consideration.• Providing expert consultation, options analysis, and recommendations to senior Government management on substantive review matters, including national interest assessments, export-control considerations, corporate governance, ownership and control, and other complex issues.• Identifying, assessing, and documenting potentially applicable EAR or ITAR issues for Government consideration or referral without providing binding legal opinions or final legal/regulatory determinations.• Developing strategic guidance documents, white papers, decision memoranda, analytical frameworks, and other advisory products that improve the Program's ability to make consistent, well-supported designation determinations.• Assessing and recommending refinements to Program review criteria, procedures, standards, and governance practices to improve alignment with the governing Executive Order, applicable national security policy, and evolving Program needs.• Facilitating and supporting senior-level interagency consultation by organizing issues, synthesizing stakeholder positions, tracking unresolved matters, and preparing decision-support materials for timely Government coordination.• Providing senior advisory support for high-visibility or sensitive designation matters, including independent analytical review, identification of decision risks and tradeoffs, and recommendations that promote integrity and consistency across Program determinations.• Conducting ongoing assessment of systemic process gaps, emerging risks, workload trends, and improvement opportunities.• Providing prioritized mitigation and process-improvement recommendations to Program leadership.• Identifying opportunities for Government-approved automation of repetitive, rules-based work.• Managing contract deliverables, transition activities, quality plans, status reporting, and closeout requirements in accordance with established schedules.• Managing staffing, onboarding, suitability processing, training compliance, retention, and workforce continuity.• Ensuring accurate and timely maintenance of case management and tracking records and Government-designated tracking systems (98% standard) and responsive attendance and follow-up at all Government meetings (95% standard) and completing transition-in activities within 60 calendar days after the kickoff meeting.• Actively identifying performance deficiencies through internal control points; leading root-cause analysis and corrective action; communicating issues, impact, interim mitigation, corrective action, and recovery plan to the Government when awareness or action is required.• Reviewing team work products for correctness, compliance with industry-accepted standards, federal legislative and regulatory requirements, and task order standards; resolve problems requiring intimate knowledge of the related subject matter.• Protecting proprietary, business-confidential, and Controlled Unclassified Information and ensuring all personnel identify as contractor employees and mark work products as contractor products.• Performing additional duties as assigned in support of evolving contract requirements and client needs.• Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.• Demonstrating a commitment to quality and customer support.Required Education and Training• Bachelor's degreeMinimum Experience and Skills Required• Ten or more years of professional experience providing executive-level management and technical leadership with a high degree of expertise.• Experience working with project leadership to monitor quality and risk and identify potential issues.• Experience reviewing strategic plans, business strategies and design, organizational and infrastructure designs, and project deliverables to maintain consistency and quality across a project lifecycle.• Experience reviewing work products for correctness and compliance with industry-accepted standards, federal legislative and regulatory requirements, and task order standards.• Experience resolving problems requiring intimate knowledge of the related subject matter.• Executive-level writing and briefing skills.• Ability to produce decision-ready products for senior officials.• Must be able to work full-time onsite at the client's work location, located in Washington, D.C., and adhere to the client's working hours.• Must have the ability to obtain the client's Public Trust clearance.Desired But Not Required Qualifications• Deep familiarity with the U.S. AI, technology export, and national security policy landscape.• Working familiarity with U.S. export-control frameworks (EAR/ITAR) and interagency review or consultation processes.• Experience standing up or maturing a new federal review program, including review criteria, frameworks, SOPs, checklists, decision-support tools, and governance practices.• Experience with structured due diligence, research security, foreign ownership/control/influence (FOCI), or supply chain risk management reviews.• Master's degree.• PMP or equivalent program management certification.• Experience operating under an ISO 9001 Quality Management System.• Experience with Smartsheet, SharePoint, or similar workflow, case-management, and executive dashboard platforms.• Prior experience as a contractor Program Manager or senior advisor to a Federal Government client.• Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools.• Excellent written and verbal communication skills.• Exceptional organization skills.• A highly motivated self-starter.• Must be motivated and have excellent customer service skills.EOE Statement: Savvee Inc. is an equal opportunity employer and gives consideration for employment to qualified applicants without regard to race, color, religion, age, sex, national origin, disability, veteran status, pregnancy, genetic information, sexual orientation, gender identity, or any other characteristic protected by state, federal, or local law.EEOC- Eligibility to Work: In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
