Penobscot County** JOB POSTING***Human Resources SpecialistJob Title: Human Resources SpecialistHours: 8 a.m. – 4:30 p.m.Department: Human ResourcesFLSA Status: Non-ExemptReports to: HR DirectorApproved By: County AdministratorPay Scale: $25.29-$26.83 per hour Date: July 24, 2026 POSTING DATE: July 24, 2026 CLOSING DATE: August 14, 2026  HOW TO APPLY: Submit application, letter of interest and current resume to:  County of PenobscotAttn: Human Resources97 Hammond StreetBangor, ME 04401 Applications can be found at: - county.net/employment or the Administration Office located on the 1st floor of the County Administration Building, 97 Hammond Street or via email at View email address on ziprecruiter.com.  Job Summary: Under the general supervision of the HR Director, the HR Specialist is responsible for performing administrative duties and overall day to day functions within the Human Resources Office.  Essential Duties/Responsibilities:Answers incoming phone line and manages the door access for CountyGreets the general public in a polite mannerSchedules and organizes appointmentsPrepares new employee orientation packetsMaintains confidentiality and integrity of HR files and records; provides filing for HR DepartmentCreates new employee personnel files, properly stores and retains terminated employee filesMaintains PowerDMS forms and informationProofreads and types documents and correspondence produced by departmentProcesses required paperwork for employee transfers, changes in job classification, salary increases and other related employment mattersAssists with development of job descriptionsCreates and posts job announcements and collects job applications as submittedCoordinates interview process for Department Heads and prepares application packetsAssists with pre-employment coordination, onboarding, and exit interviewsAssists with newsletters and website contentEnters First Report of Injury and maintains OSHA 300 reporting form.Administers benefit enrollments for new hires and makes changes during benefit enrollmentsPrepare monthly statistic reports of workplace injuries for Safety Committee and serves as the HR representative memberEnters and updates employee benefit portals as neededAssist with the planning and execution of special events such as benefit enrollments, organization-wide meetings and trainings and employee recognition eventsPerforms other related duties within Human Resources, as required General Expectations:Work as a member of a team in the performance of dutiesBe punctual for scheduled work and use time appropriatelyWork in harmonious relationships with all staff and members of the publicPerform duties in a conscientious, cooperative mannerPerform required amount of work in a timely fashion with a minimum of errorsUnderstand and work within Penobscot County Government Policies and ProceduresMaintain confidence by keeping information concerning employees, personnel issues and County operations confidentialPerforms additional work-related duties as assigned  Knowledge/Skills/Experience required:Experience and Skill Requirements:Excellent time management and organizational skillsAbility to work with the public in a pleasant mannerMust be willing to learn new things and be able to adjust as technology and Maine laws and their interpretation changeMust be detail orientedAbility to establish and maintain effective working relationships with employees, county officials and outside agenciesAbility to communicate effectively, orally and in writingProficiency in the use of all standard office equipment is required as well as the use of Microsoft Office SuiteMust maintain a high level of confidentiality and work in a team setting with a high commitment level of customer serviceMust be able to multi-task, prioritize and work under pressure with accuracy and alertness to meet deadlinesMust pass a full criminal and motor vehicle background check Education Requirements:High School Diploma or equivalent is required. An Associate's Degree in a relevant field or HR Certification is preferred. One to three (1-3) years of experience in human resources. Work Environment: This job operates in a professional office environment.
