Lodging Inspector - Project (PHA3)

Home Based in the North-Eastern region of Washington This is a home-based project, full-time Public Health Advisor 3 (PHA3) position with an anticipated end date of July 31, 2024 . Work is performed mostly in the field at various temporary worker housing sites and transient accommodations within the North-Eastern region of Washington and is done remotely from the incumbent’s home-based duty station in this region. This position is required to travel 70‑80% of the workweek to complete inspections and investigations. Responsibilities Duties Include Conduct surveys and compliance investigations at temporary worker housing and transient accommodations to determine compliance with health and safety standards. Observe and evaluate the operation of TWH and TA facilities’ health and safety activities during inspections and investigations for compliance with health and safety rules and standards. Use environmental measurement instruments, such as electrical circuit testers, thermometers, etc., to collect data about the environment. Make conclusions and write final reports utilizing computer programs within assigned timeframes. Provides technical assistance on compliance with state and federal health and safety regulations. Provide technical assistance in person, via email, and over the phone to TWH and TA owners, operators, guests, and the general public. Answer all inquiries in a timely manner, per program policies. Communicates surveys, inspection reports, and investigation findings in a manner that is understandable to the facility operators or owners. Use “plain talk” when preparing written documents. Review and recommend acceptance or denial of a licensee’s written plan of correction for each violation written on the report. Works cooperatively within the agency and across federal/state/county/city agencies. Cooperatively work with federal agencies; environmental or public health programs; state agencies, such as the Department of Labor and Industries; local jurisdictions; and community organizations to integrate and promote consistency and clarity of information. Training Development Support Support the team lead in the development and updating of TWH and TA training practicesto ensure the standardization of personnel. Technical knowledge: demonstrates the ability to interpret and apply a variety of laws, standards and procedures related to lodging Interpersonal Skills: works effectively in a variety of situations with people of diverse backgrounds and differing opinions Analysis and problem solving demonstrates use of good judgment in decision making; is able to analyze complex information and situations and provide well thought out recommendations Computer skills: skilled in Microsoft Outlook, Word, Excel, and PowerPoint Qualifications What we're looking for Our ideal candidate has a driving passion for the work, brings humility to their job and interactions, team player, and understands how their actions or behavior affect others. Required Qualifications Option 1: A Bachelor's degree in environmental public health, construction, or a related field. AND Three (3) years of experience in public health/code enforcement or a similar field. Option 2: Five years of experience with public health and/or safety regulations and/or enforcement of local/state laws and regulations, OR any combination of training and experience which demonstrates proficiency and understanding of government responsibility to manage and impose regulation requirements. Desired Qualifications Four (4) years of progressive experience in public health and/or safety, including one year of consultative, supervisory, administrative, or advisory capacity. Knowledge of principles, practices, organization, and objectives of environmental health; statutes and rules related to environmental health; federal and state laws and state Board of Health rules related to lodging programs; vector control; construction and educational principles and techniques. During public health emergencies, will assist with emergency response activities, as assigned. Occasionally work more than 40 hours per week and/or adjust normally scheduled hours, which may include evenings and weekends as any overtime must be authorized by the supervisor. Alternate or flexible schedules will be considered upon request. Travel 70‑80% of the work week, often overnight, within the state of Washington using state‑assigned vehicles. Interacts with the public and stakeholders daily, including dealing with demanding situations and challenging operator interactions. Ability to lift items up to 35 pounds.
