Resource Recovery And Recycling Collections Section Supervisor

Plans, organizes, and coordinates the operation of the Resource Recovery and Recycling Collections Section. Supervises, schedules, and reviews the work activities of staff engaged in solid waste operations, customer service, and the collection and recovery of landfill trash, organics, and recyclable materials.

Selects, trains, supervises, and assigns work to supervisory, collections, and customer service staff engaged in integrated resource recovery and recycling collections and related operations. Establishes and approves work schedules, monitors workflow, and evaluates the work of staff.

Plans, coordinates, and supervises integrated waste management collections to meet City-wide zero waste goals. Consults with the division manager and staff to determine and implement zero waste program goals and related policies and procedures.

Develops, monitors, evaluates, and modifies collection routes and maps, maintenance schedules, and customer service processes to ensure effectiveness and efficiency of service. Ensures solid waste collection operations comply with applicable federal, state, and local laws and regulations.

Enforces municipal solid waste ordinances and issues citations related to refuse code violations.

Assists in formulation, planning, and implementation of improvements to resource recovery and recycling collection operations.

Researches, gathers data, and collaborates with Fleet Maintenance to prepare equipment specifications for the purchase of resource recovery and recycling equipment. Develops strategies for equipment replacement that minimize maintenance costs and maximize productivity.

Interacts with customers and City staff, performs on-site inspections, and conducts plan check reviews and approvals with applicable computer software for the trash enclosure component of the building permit process.

Keeps abreast of emerging trends and innovative practices for solid waste collection and recycling operations.

Responds to inquiries, complaints, and requests for information from various customers, including citizens, City staff, and the public. Resolves customer problems and complaints over the phone, in writing, and in person.

Prepares and maintains a variety of records and reports.

Makes presentations to public and community groups.

May serve as a representative for the Division at meetings with other City divisions and community or neighborhood groups, as assigned.

Performs other related duties, as assigned.

Knowledge of: Principles and practices of supervision and training; Principles, practices, and techniques of solid waste collection operations; Disposal and collection vehicles and equipment; Safety standards and safe work practices; Dispatch operations; Applicable federal, state, and local laws, regulations, and ordinances; Principles and procedures of recordkeeping and reporting; Effective customer service techniques.

Skill in: Reading, writing, and communicating at an appropriate level; Using a personal computer and applicable software applications.

Minimum Qualifications: Education: Graduation from an accredited college with an associate degree or 60 semester units or the equivalent. Additional recent, related work experience may substitute for the educational requirement on a year for year basis. Experience: Four years of recent, paid work experience in the operation and maintenance of integrated solid waste collections. At least two years of the recent, paid work experience must have included supervisory responsibilities. Licenses and Certificates: Possession of a class C driver license.
